A United Nations Office on Drugs and Crime (UNODC) 2009 report, titled “Global Trafficking in Persons”, maintains that the international community is just now acknowledging that trafficking in persons (TIP) is a modern form of slavery. TIP at its most basic form is an act where humans prey upon other humans for money and exploitation. During the last decade, the Afghan government and international community worked to promote peace, governance, security and development in Afghanistan. However, as discussed in a report entitled “Talking about Talks: Toward a Political Settlement in Afghanistan” from the International Crisis Group, the current situation is still fragile and volatile. A recent article in The Independent adds that insurgency hampers service delivery, accessibility, development initiatives and employment opportunities and, in doing so, may foster grievances which further fuel violence.

NATO’s Centre of Excellence Defence Against Terrorism (COE-DAT) reported 728 people were killed and 1,434 others injured from 344 reported global IED, vehicle-borne IED (VBIED) or suicide attacks during January 2012.
A further 389 people were killed and 1,246 were injured in 288 attacks in February 2012. Combined, there were 632 IED incidents in the first two months of the year which killed 1,117 people and injured another 2,680.
