MDRP Final Report - Overview of Program Achievements

Executive Summary

The Multi-Country Demobilization and Reintegration Program (MDRP) was a regional framework to support the disarmament, demobilization, and reintegration (DDR) of an estimated 350,000 ex-combatants in the greater Great Lakes Region (GL GL R) of Africa. Seven countries in the GL GL R that had been embroiled in a regional conflict played out in the Democratic Republic of Congo (DRC) in the 1990s and early 2000s participated in the program: Angola, Burundi, the Central African Republic (CAR), the Republic of Congo (RoC), the DRC, Rwanda and Uganda.

1 Executive Summary

The MDRP is by far the largest D&R program in the world in terms of number of states involved, individuals demobilized and levels of funding. It succeeded in mobilizing USD 450 million and structuring a complex partnership around the common objective of stabilizing the greater Great Lakes Region through demobilizing and reintegrating over 300,000 ex-combatants in seven countries. Key lessons from this seven year program that ran from April 2002 through June 2009 include:

Le programme multi-pays de démobilisation et réintégration (MDRP, de son sigle anglais) a pris fin le 30 juin 2009 lors de la fermeture du fonds fiduciaire à bailleurs multiples qui finançait ses activités.

Les projets de démobilisation et réintégration (D&R) financés par le MDRP étaient déjà terminés dans la plupart des pays depuis fin 2008. La seule exception était la République du Congo, dont le programme ferma en février 2009.

Closing a partnership and looking forward - N&N no. 7, 20 Aug 2009

The Multi-country Demobilization and Reintegration Program ended on June 30, 2009, when the multi-donor trust fund financing its activities closed.

Disarmament, demobilization and reintegration (DDR) projects financed by the MDRP had already been closed in most countries since the end of 2008. The only exception was the Republic of Congo, where the program ended in February 2009.

Africa: New guidelines promote the inclusion of HIV/AIDS activities in DDR programs - N&N no. 6, 10 Jul 2009

A new publication from the MDRP provides practical advice for incorporating HIV/AIDS activities into demobilization, reinsertion and reintegration programs for ex-combatants.

DR Congo: Training in trauma counseling to support victims of gender-based violence - N&N no. 5, 14 May 2009

The Learning for Equality, Access and Peace (LEAP) program is funding a small training course in the treatment of trauma-related disorders for victims of gender based violence.

Over a 3-week period from January to February 2009, 31 Congolese men and women were trained in trauma counseling by a group of five experts hired by the MDRP LEAP program.

Guidelines for Incorportating HIV/AIDS Activities in Demobilization, Reinsertion and Reintegration Programs for Ex-Combatants

A new publication from the MDRP provides practical advice for incorporating HIV/AIDS activities into demobilization, reinsertion and reintegration programs for ex-combatants.

The Guidelines for incorporating HIV/AIDS activities into DDR Programs for ex-combatants were commissioned by the MDRP in early 2008 and written by Carla Rull Boussen. They are based on extensive individual and focus group discussions with ex-combatant groups in Angola, Burundi, the Republic of Congo and Rwanda, and inputs from numerous specialists on HIV/AIDS and DDR.
