Who does What Where in Eritrea in 2004

This briefing paper provides a look at humanitarian information gathered through the 'Who does What Where' (W3) survey for 2004. This was initiated by the Eritrean Refugee and Relief Commission (ERREC) and UNOCHA in 2001 to gather essential information on emergency/relief, recovery and development projects in Eritrea.

The survey illustrates the range of projects that are undertaken by diverse international and national agencies in the context of the humanitarian, recovery and development response as reported by the agencies.

ICC Humanitarian Update 29 Mar 2004

SUMMARY
  • Special Envoy of the UN Secretary General for the Humanitarian Crisis in the Horn of Africa visits Eritrea from 31 March - 2 April 2004.

  • The 23rd meeting of the Military Coordination Commission (MCC) was held on 15 March 2004 in Nairobi.

  • Eighty-one Eritrean civilians were repatriated from Ethiopia on 19 March 2004 under the auspices of ICRC.

  • From 11 - 26 March 2004 some 2,704 Eritrean refugees were repatriated home from Sudan.

ICC Humanitarian Update 29 Feb 2004

SUMMARY
  • In the month of February, UNHCR assisted 725 Eritreans to return home from the Sudan.

  • ERREC says despite reduction of rations and downscaling of beneficiaries, the available food aid in stock and pledges will not last beyond March/April.

  • Ministry of Agriculture estimates the national seed requirement for 2004 at 7,000 MT and appeals for a timely response from partners.

HIGHLIGHTS
  • CAP-2004 document was finalised and sent to Geneva, donor funding to CAP-2003 reaches USD 99,769,747.
  • After it has been halted due to rainy season, the voluntary repatriation of Eritreans from the Sudan resumed on 15 October 2003.
  • According to ERREC, out of the total 476,000 MT humanitarian food assistance requested in 2003, to date about 275,000 MT has been committed.
  • Eritrean children remain at high developmental risk due to increasing levels of malnutrition; there is also an increase of wasting among women of reproductive age, averaging between 40 and 53%

HIGHLIGHTS
ERREC and OCHA facilitated and held a meeting with partners on CAP-2003 Mid Year Review on 17 April 2003;

The response to the food crisis appealed by WFP under CAP reaches 32%;

The Eritrea National Committee for the Coordination of Combating Drought bought and distributed 10,000 MT food commodities to drought affected population in three zones and plans to buy additional 8000 MT;

The Security Council called on both Ethiopia and Eritrea to cooperate fully and promptly with the Boundary Commission;

  • The Government of Eritrea formed a committee to coordinate drought response;

The unwarranted and unacceptable movement of Eritrean refugees

Since May 2001, over 51,000 Eritreans were voluntarily repatriated to their homeland in safety and dignity and have begun to rebuild their lives. Another 19,000 Eritrean refugees have been registered and are awaiting their homecoming. An appeal for urgent humanitarian assistance in Eritrea

SUMMARY
  • UN Under Secretary General for Peacekeeping Operations Mr. Jean-Marie Guehenno visits Eritrea.

  • 7th Tripartite Meeting (UNHCR, COR, ERREC) held in Geneva. Number of Eritreans repatriated since May 2001 has passed the 50,000 mark.

  • The International Committee of the Red Cross (ICRC) assisted the repatriation of in 168 civilian Eritreans from Ethiopia to Eritrea.

SUMMARY
  • The UN Security Council members reiterated the need for Eritrea and Ethiopia to cooperate closely with Eritrea-Ethiopia Boundary Commission and UN Mission to Eritrea and Ethiopia;

SUMMARY
  • Members of the United Nations Security Council met with Diplomatic Corps, UN agencies, Non Governmental Organizations and religious leaders in Eritrea on 24 February 2002 at the Confederation of Eritrean Workers conference room. Eritrean and Ethiopian religious leaders met in Asmara and Addis-Ababa assisted by Norwegian Church Aid (NCA) from 13-16 February 2002 to promote confidence building;

ICC Humanitarian Update 12 Nov 2001

SUMMARY
A nutrition survey conducted by the Ministry of Health (MoH) and Save the Children-UK, in Gash Barka during the month of October 2001, showed global acute malnutrition as 11.6% and severe acute malnutrition as 1.4% which is slightly higher than normally accepted levels.

On 3 and 2 November 2001, ICRC repatriated 23 Eritrean Prisoners of war to Eritrea and 172 civilian Ethiopians to Ethiopia, respectively.

Since the resumption of the second phase of voluntary repatriation, UNHCR has repatriated 3,532 Eritrean refugees from the Sudan.

SUMMARY
  • 7,697 IDPs in camps in Debub region have returned to their home villages in Tsorona sub-zone.
