Humanitarian Aid on the Move No.11 February 2013

Editorial

The eleventh issue of Humanitarian Aid on the Move reviews the very rich exchanges that took place at the 8th Autumn School on Humanitarian Aid on the topic of resilience on 29-31 October 2012 at Groupe URD’s headquarters in the presence of more than forty participants from different organisations: NGOs, UN agencies, donors, the Red Cross, universities, etc. The articles in this issue are transcriptions of the presentations that were made and the debates which took place, their themes having been chosen by the participants via the Open Space methodology.

The Community-based Approach in Haiti: clarification of the notion of “communities” and recommendations

The study presented in this report is based on one month of field research in Port-au-Prince, from 19 August to 21 September 2012. It aims to define what the communitybased approach is in urban contexts. To do this, the research aims to clarify the notion of community in Haiti, and look at operational issues related to the community-based approach. The study therefore focuses on the different solidarity relations and community-based ties which exist in Haiti and makes a number of recommendations to improve the way this approach is applied in the field.

Les précédents numéros de la Lettre de l’Observatoire étaient fortement orientés vers les camps de déplacés et les questions relatives à la reconstruction. Si ces problématiques demeurent toujours aussi aiguës, ce numéro décentre provisoirement son attention sur d’autres sujets qui nous semblent devoir également attirer l’attention. Les trois articles ne sont pas forcément liés, si ce n’est par le fait que chacun d’entre eux s’enracine dans les enseignements consécutifs à la catastrophe du 12 janvier 2010.

Review of emergency cash coordination mechanisms in the Horn of Africa: Kenya and Somalia

In response to the drought and famine in the Horn of Africa in 2011, cash transfer programming (CTP) has been used extensively as a modality to meet humanitarian needs. Partly because the conditions permitted it (functioning markets, cash economies and delivery mechanisms), and partly because delivering in-kind assistance was almost impossible in some severely affected and insecure areas (particularly South Central Somalia), CTP was an appropriate response. This is the first disaster in which aid agencies have implemented cash transfers on such a huge scale.

Review of cash-transfer coordination in Haiti following the earthquake of January 2010

This study, commissioned by the CaLP, aims to review and document the coordination of cash transfer programmes (CTP) implemented from the emergency phase in Haiti. It is part of a wider review of CTP coordination in emergency situations which includes three case studies (Pakistan, Haiti and the Horn of Africa, all of which are drawn into a comparative study, which can also be found on the CaLP website).

Helping the Afghans achieve greater autonomy – a challenge for aid organisations

While discussions are underway about the parameters of the international military withdrawal, including the French army, the challenge for aid organisations who have been present in the country for a long time is to ensure that the support to the Afghan people continues, notably through the reinforcement of national and local capacity to take charge of their country’s development. Our training programmes contribute to this effort and are evidence of our commitment to this country and its civil society.

A network of NGOs committed to addressing environmental issues during their relief operations

In response to a Groupe URD initiative, a number of NGOs that have begun to adopt an environmental approach recently met to formally establish an experience-sharing network to discuss priorities and expectations. The network will be open to any organisations interested in adopting an environmental approach.

LRRD: the case of Haiti

More than two years after the Haiti earthquake, Resacoop, the Collectif Haïti Rhône Alpes and Groupe URD co-organised a workshop on the topic: LRRD: the Case of Haiti. Over fifty professionals and volunteers gathered in Lyon on 27 April to discuss and reflect on this issue.

An innovative evaluation and learning support mechanism for the transition from emergency relief to development

The creation of an observatory in Haiti is the result of discussions between the OECD’s Development Aid Committee (DAC), the United Nations Evaluation Group (UNEG) and ALNAP, following a collective needs assessment. It is funded by DG ECHO, IrishAid and DFID.

Its mission is to help the aid community, humanitarian and development actors, and national actors, to learn from past crises and experiences, and to encourage changes to aid practices.

The observatory will promote learning specifically through the use of evaluation.

Tandis que les villes prenaient de plus en plus d’importance, avec l’accélération des processus d’exode rural et d’urbanisation, les conllits de la Guerre Froide orientaient l’action humanitaire vers les campagnes. La ville, théâtre de violence jusqu’au second conllitmondial avec les images des bombardements de Dresde, le siège de Stalingrad et les ruines de Hiroshima, a fait son retour en première page au début des années 90 avec les guerres à Sarajevo,Mogadishio, Grozni… Les pratiques des humanitaires se sont trouvées largement inadaptées face à ces nouveaux contextes d’intervention.
