L’Assemblée nationale constituante tunisienne et l’UNESCO se rencontrent sur la liberté d’expression et d’information

Le 23 Octobre 2012 marquera le premier anniversaire de l'élection de l'Assemblée nationale constituante (ANC) tunisienne, l'organisme chargé de rédiger une nouvelle constitution tunisienne après la chute du régime de Ben Ali. Alors que la nouvelle constitution est en cours de discussion, l’ANC a accueilli les 2-3 juillet 2012 des experts internationaux, mandatés par l'UNESCO, qui ont présenté différents modèles de constitutions garantissant la liberté d'expression, la liberté de la presse et le droit d'accès à l'information.

Tunisian Constituent Assembly and UNESCO discuss freedom of expression and information

The 23rd of October 2012 will mark the one-year anniversary of the election of the Tunisian National Constituent Assembly (NCA), the body responsible for drafting a new Tunisian constitution after the fall of the Ben Ali regime. As the new constitution is still being discussed, the NCA welcomed international experts, provided by UNESCO, on 2-3 July 2012 who presented different models of constitutions guaranteeing freedom of expression, freedom of the press and the right of access to information.

  1. The first meeting of the Group of Friends of the Syrian People (“the Friends’ Group”), was held in Tunis on 24 February 2012, with the participation of more than 60 countries and representatives from the United Nations, the League of Arab States, the European Union, the Organisation of Islamic Cooperation, the Arab Maghreb Union and the Cooperation Council for the Arab Gulf States to discuss the worsening situation in Syria.

Main issues

Due mainly to climatic conditions and the month of Ramadan, some refugees of Remada camp were housed in Djerba and others are being accommodated in educational structures of Remada.

UNHCR has delivered 4 ambulances type B to 4 regional hospitals of Medenine Tataouine, Zarzis and Ben Guerdane.

  • UNHCR has obtained an unofficial record of the Libyan refugee population in the five governorates of the south (Sfax, Gabes, Kebili, Medenine and Tataouine). It gives an idea about the distribution of the refugees in the main towns and villages in the governorates and lists the families who have agreed to appear in these records.

• Tendance à la diminution de l’activité d’hospitalisation au niveau de l’HR de Tataouine et de Ben Guerdane. En revanche on a noté une légère élévation des hospitalisations au niveau des HR de Médenine et Jerba. A suivre…

  • Unrest in Shousha camp, resulting in 2 deaths and some 40 injured. Situation is calm again since Thursday. But as a result of the unrest the Moroccan military hospital withdrew and has moved to Zarzis.

Points saillants :

• Le camp Qatari des réfugiés de Tataouine commence à recevoir les réfugiés à compter du lundi 23 Mai 2011. Sa capacité initiale est de 928 places. Un petit hôpital de campagne y a été installé.

• L’information sanitaire reste tributaire des « relations personnelles » et des convictions des acteurs sur le terrain….

• Insuffisance de la coordination entre les différents intervenants sur le terrain. Les appuis restent faibles au regard des besoinsexprimés.

Main issues:

• The Qatari refugee camp in Tataouine begins receiving refugees May 23, 2011. Its initial capacity is 928 places. A small field hospital has been set up on site.

• Health information remains dependent on personal relationships and the initiative of health actors in the field.

• Insufficient coordination exists between different field intervenors. Assistance remains weak in face of stated needs.

Refugee situation at the Tunisian-Libyan border - From April 2 to 22, 2011

Main points:

• Tendency towards demographic stabilization at the Ras Jedir camps, of which 40% are migrants that cannot be repatriated.
• Sudden arrival of refugees, most recently through Dhibat, which has cumulatively led to an increase of approximately 20% in the total population of Tataouine governorate. This situation is constantly evolving.
• Negative impact on the public health system of the two Tunisian Southeastern governorates, and on the other regions of the country.
