Zimbabwe parliament endorses draft constitution

HARARE, May 09, 2013 (AFP) - Zimbabwe's lower house of parliament on Thursday approved a draft constitution that was overwhelmingly endorsed in a March referendum, paving the way for new elections.

"The number of affirmative votes, 156 is not less than two-thirds of the total members of the house," said parliament speaker Lovemore Moyo in the capital Harare.

All the lawmakers present voted in favour of the draft which needed the assent of two-thirds. The rest of the 210-member chamber were absent or have passed away.

Zimbabwe eyes new vote with questions over free polls

HARARE, March 21, 2013 (AFP) - With a new constitution approved, Zimbabweans are now looking toward fresh general elections, while wondering whether the polls will be free and fair.

The overwhelming nod for the charter at a weekend referendum raised much optimism for democratic changes in a country long regarded by the West as a pariah state.

Zimbabweans approve new constitution by landslide

HARARE, March 19, 2013 (AFP) - Almost 95 percent of Zimbabweans have voted in favour of a new constitution that would trim President Robert Mugabe's powers and pave the way for new elections, results showed Tuesday.

Tallies of the weekend referendum released by the Zimbabwe Electoral Commission showed 3,079,966 voters backed the new constitution and 179,489 were against.

"The majority of the votes were received in favour," said Lovemore Sekeramayi, the official in charge of the vote tally.

Zimbabwe votes on constitution to curb Mugabe's powers

HARARE, March 16, 2013 (AFP) - Zimbabweans voted on a new constitution Saturday that would curb President Robert Mugabe's powers and pave the way for crucial elections in a country plagued by political violence.

With polls closed, counting is under way. Voters are expected to roundly back the text, which would introduce presidential term limits, beef up parliament's powers and set elections to decide whether 89-year-old Mugabe stays in power.

Zimbabwe seems set to endorse new constitution

HARARE, March 15, 2013 (AFP) - Zimbabwe's political leaders are making their final pitch to voters Friday, on the eve of a constitutional referendum that would guarantee democracy in future elections in the crisis-weary country.

If approved, the new supreme law will also clip many of the presidential powers that veteran leader Robert Mugabe has enjoyed for decades.

Zimbabwe police raids instil fear ahead of poll

HARRE, Zimbabwe, March 13, 2013 (AFP) - Zimbabwe rights activists say they are suffering under a police crackdown designed to be an ominous warning ahead of a constitutional referendum this week and elections later in the year.

Since late last year President Robert Mugabe's police force has detained staff from prominent civil groups and raided offices of election and human rights monitors.

EU eases Zimbabwe sanctions

BRUSSELS, Feb 18, 2013 (AFP) - The European Union agreed Monday to lift some of its punishing sanctions against Zimbabwe as a reward for ongoing political reforms, but the move brought a furious response from President Robert Mugabe's ZANU-PF party.

Zimbabwe has announced a referendum on a new constitution on March 16, a key reform ahead of an election in July to end a shaky power-sharing government between veteran leader Mugabe and Prime Minister Morgan Tsvangirai.

Zimbabwe sets key election dates

HARARE, Feb 13, 2013 (AFP) - Zimbabwe will vote on a new constitution in March and hold crunch elections in July, the prime minister said Wednesday, setting a timetable that will decide the fate of veteran President Robert Mugabe.

"There will be a referendum in March," said Morgan Tsvangirai, hailing the new constitution as a major step toward democratic reform.

Officials from Tsvangirai's Movement for Democratic Change and Mugabe's ZANU-PF told AFP that the referendum will be held on March 16.

Zimbabwe halts seizures of foreign-owned farms

HARARE, Jan 03, 2013 (AFP) - Zimbabwe has ceased grabbing foreign-owned farms protected by bilateral investment agreements after a group of 40 Dutch farmers won a lawsuit for the loss of their properties, the lands minister said Thursday.

Herbert Murerwa said government has decided to steer clear of farms falling under the so-called Bilateral Investment Promotion and Protection Agreement (BIPPA) because previous ventures into those farmlands have proved costly.

Watchdog lifts tight monitoring of Zimbabwe diamonds

WASHINGTON, Nov 30, 2012 (AFP) - A UN-mandated global watchdog on Friday agreed to end a year of monitoring controls on Zimbabwe's diamond trade, saying the government had allayed concerns over its remote Marange mines.

The move is likely to anger rights groups who have voiced concerns over Zimbabwe's diamond industry amid allegations of human rights abuses after Harare's security forces drove away small-scale miners from the fields.

Rights groups fear Zimbabwe pre-election crackdown

JOHANNESBURG, Nov 26, 2012 (AFP) - Rights groups voiced fears Monday that the Zimbabwean authorities would launch a crackdown on rights activists ahead of a referendum and elections scheduled early next year.

The "situation of human rights defenders in Zimbabwe remains grim as their operating space can be further shrunk" in the run-up to polls, the Observatory for the Protection of Human Rights Defenders said.

HARARE, Oct 21, 2012 (AFP) - Zimbabwe holds a crucial meeting Monday to review a draft of a new constitution, a key step toward elections meant to end the uneasy power-sharing government between President Robert Mugabe and Prime Minister Morgan Tsvangirai.

Two years in the making, the draft charter will be debated at a two-day conference in the capital Harare attended by civil society groups and supporters of Mugabe, Zimbabwe's ruler since 1980, and Tsvangirai, his top rival.

Zimbabwe rights probe to ignore pre-2009 abuses

HARARE, Oct 16, 2012 (AFP) - Zimbabwe's human rights commission will not investigate abuses committed before a power-sharing government was formed in 2009, according to the text of a law obtained by AFP on Tuesday.

According to the law, which has already come into effect, the probe will not cover abuses committed during controversial land clearances or in the run-up to violence-plagued elections in 2008.

Mugabe calls for March elections in Zimbabwe

harare, Sept 27, 2012 (AFP) - Zimbabwe's President Robert Mugabe wants elections in March to choose a successor to the shaky power-sharing government formed three years ago, according to a court filing seen Thursday.

"The applicant's desire is to hold the harmonised elections in the last week of March 2013 and a proclamation to this effect will be made at the appropriate time," Mugabe said in an application to the High Court.

Zimbabwe city orders 'big flush' amid water rationing

HARARE, Sept 22, 2012 (AFP) - Zimbabwe's second city Bulawayo has ordered its residents to flush toilets at the same time once a week to prevent blockages during frequent periods of water rationing, the mayor said Saturday.

"We are going to have a big flush every Monday to push all the waste that would have accumulated during the water rationing," Thaba Moyo, mayor of Bulawayo, told AFP.

HARARE, Aug 16, 2012 (AFP) - South African President Jacob Zuma on Wednesday conceded challenges in Zimbabwe's unity government after meeting with leaders of the three main party leaders, days before a summit of regional mediator the SADC.

"I think there is progress that has been made but there are some hitches here and there," Zuma told reporters after he was briefed on reforms in talks with President Robert Mugabe and Prime Minister Morgan Tsvangirai.

Zimbabwe must stop violence for US to lift sanctions: envoy

HARARE, July 24, 2012 (AFP) - The United States' outgoing ambassador to Zimbabwe said Tuesday that Washington would only lift sanctions against President Robert Mugabe and his inner circle if polls are held peacefully.

"There are disturbing signs of potential violence," Charles Ray said in a farewell address to journalists on completing his tour of duty in Harare.

"There have been disturbing reports recently that could be problematic in an election environment."

WELLINGTON, July 25, 2012 (AFP) - Zimbabwe's President Robert Mugabe is ready to cede power if elections planned for the troubled African nation do not go his way, Prime Minister Morgan Tsvangirai said Wednesday.

Tsvangirai said he did not believe Mugabe, who disputed election results in 2008 and eventually retained the presidency under a power-sharing deal, would risk another round of violence in Zimbabwe.

HARARE, July 23, 2012 (AFP) - Zimbabwe's draft constitution would rein in presidential power but leaves the door open for 88-year-old Robert Mugabe to spend another decade in office, in what analysts derided as a flawed compromise.

The completion of the document, announced last week, is the first concrete step toward new elections since 2008 polls degenerated into bloodshed and forced Mugabe into a unity government with his rival Morgan Tsvangirai.

Zimbabwe finalises draft charter curbing president's powers

HARARE, July 20, 2012 (AFP) - Zimbabwe lawmakers have finalised a draft constitution that curtails presidential powers and limits terms to 10 years, part of key reforms ahead of elections, a minister said Friday.

The proposed document, which will be subject to a referendum, was crafted by experts from the main political parties to a power-sharing government that has been in place since a violence-marred 2008 election.
