Serbia-Kosovo talks fail once again

BRUSSELS, April 18, 2013 (AFP) - Serbia and Kosovo again failed to clinch a deal to normalise ties and ease tension in the Balkans after lengthy talks brokered by the European Union lasting through Wednesday until Thursday.

"Today has been a very long and intensive day," said EU foreign policy chief Catherine Ashton at the close of negotiations that began early Wednesday but ended after midnight.

Serbia will not sign Kosovo accord, wants more talks

BELGRADE, Serbia, April 08, 2013 (AFP) - Serbia on Monday rejected a Brussels-brokered proposal on easing tensions with breakaway Kosovo, seen as a key condition for EU integration talks to begin, but pledged to continue negotiations with Pristina.

"The government of Serbia cannot accept principles verbally presented to its negotiating team in Brussels, since they do not guarantee full security and protection of human rights to the Serb people in Kosovo," Serbian Prime Minister Ivica Dacic told reporters.

Kosovo-Serbia solution close, says EU's Ashton

BRUSSELS, March 21, 2013 (AFP) - A deal to normalise ties between Serbia and Kosovo is close and could be sealed next month, the European Union foreign policy chief Catherine Ashton said Wednesday, following high-level talks in Brussels.

"I think we are very close to a solution on the most difficult issues," Ashton told a press conference after talks in Brussels with Serb Prime Minister Ivica Dacic and his Kosovar counterpart Hashim Thaci.

The two men will meet again on April 2 for a "conclusive meeting", Ashton added.

Serbia, Kosovo heads of state meet for first time

BRUSSELS, Feb 06, 2013 (AFP) - The presidents of Serbia and Kosovo met for the first time Wednesday in talks mediated by the European Union to defuse tension in one of the continent's last simmering hot-spots.

The historic encounter was "open and constructive" said EU foreign policy chief Catherine Ashton after meeting separately with Serbian President Tomislav Nikolic and Kosovo leader Atifete Jahjaga, and then bringing the pair together for a first-time tete-a-tete.

Serbia, Kosovo presidents meet in new sign of progress

BELGRADE, Feb 05, 2013 (AFP) - A highly symbolic first meeting between Serbian and Kosovo presidents in Brussels on Wednesday will mark a new sign of the slow but steady progress in EU-sponsored efforts to improve relations between the former foes.

The meeting, chaired by EU foreign policy chief Catherine Ashton, comes nearly 14 years after the end of the 1998-1999 conflict between Kosovo's ethnic Albanian separatist guerrillas and Belgrade security forces.

Serbia, Kosovo strike fresh deals to ease Balkans tension

BRUSSELS, Dec 05, 2012 (AFP) - Serbia and Kosovo struck key political deals Tuesday in talks to ease Western Balkans' tension, agreeing to jointly manage crossings on their flashpoint border and send liaison officers to each others' capitals.

European Union foreign policy chief Catherine Ashton announced the breakthrough accords after hosting a third round of talks in six weeks between Serbian Prime Minister Ivica Dacic and his Kosovo counterpart Hashim Thaci.

International body ends Kosovo supervision

PRISTINA, Sept 10, 2012 (AFP) - Western powers which have overseen Kosovo since its 2008 unilateral declaration of independence from Serbia have ended their supervision over the territory, a top official said Monday.

The Kosovar leadership welcomed what it called a "historic turnaround" but also recognised the challenge of trying to integrate the ethnic Serbs in the north while Serbia dismissed the announcement as meaningless.

Serbia clears way to attend meetings with Kosovo

BELGRADE, Sept 2, 2012 (AFP) - Serbia's government said Sunday it has adopted a measure that would allow its officials to attend regional meetings in which Kosovo is represented, paving the way for an end to a bitter spat on the issue.

"The instruction was adopted with an aim to diminish damage caused by the absence of the (Serbian) state officials from regional meetings," the government said in a statement.

Fire destroys Kosovo Roma refugee camp in Montenegro

PODGORICA, July 25, 2012 (AFP) - Some 800 Kosovo Roma, including children, were left homeless after a fire tore through a shantytown refugee camp on the outskirts of the Montenegrin capital Podgorica, officials said Wednesday.

No one was hurt and it is not clear what started the blaze in the camp, where the Council of Europe in February described living conditions as "inhuman and hazardous".

The fire broke out early Tuesday and quickly reduced the camp, which consisted of some 40 wooded shacks, to ashes.

Dozens hurt in clashes between Serbs and Kosovo police

PRISTINA, June 28, 2012 (AFP) - Dozens of people were injured Thursday in border clashes between Serbs and Kosovo police, authorities and local media said.

Some 70 Serbs had entered the breakaway territory from Serbia to attend a ceremony marking the 1389 battle of Kosovo, when Ottoman empire forces defeated the mediaeval Serb army.

But Kosovo police said the Serbs were disturbing public order in the northern ethnically divided city of Kosovska Mitrovica and began expelling them from the territory.

Two NATO soldiers, three Serbs wounded in Kosovo clash

Kosovska Mitrovica, June 1, 2012 (AFP) - Two NATO soldiers and three Serbs were wounded Friday when the troops clashed with a crowd trying to stop them removing barricades put up by Serbs in north Kosovo, sources on both sides said.

The German army, the Bundeswehr, said that the wounded soldiers were German nationals hit by gunfire, one in the arm and the other on an ear, while a Serbian official said the troops had used rubber bullets and tear gas.

Serbia, Russia pact on emergency response centre

BELGRADE, April 25, 2012 (AFP) - Serbia and Russia signed a deal Wednesday to set up an emergency response centre to tackle humanitarian crises in the region, Beta news agency reported.

The centre, located near the Serbian town of Nis -- some 250 kilometres (150 miles) south of Belgrade -- will help countries in the region cope with emergencies, especially battling seasonal forest fires, officials said.

The airport in Nis will be used by Russian aircraft to provide speedy help.

Donors pledge 300 million euros for Balkan refugees

SARAJEVO, April 24, 2012 (AFP) - A global donor conference Tuesday pledged 300 million euros to build homes for some 74,000 war refugees in four former Yugoslav republics, enabling construction to start in autumn.

"During the donor conference we obtained confirmation for more than 300 million euros ($396 million) and we are satisfied with that," Bosnian Refugee Minister Damir Ljubic, told journalists.

EU, NATO step up security in Kosovo's tense north

PRISTINA, April 20, 2012 (AFP) - EU police and NATO-led troops said Friday they have stepped up security in Serb-majority northern Kosovo to prevent unrest in ethnically mixed areas ahead of elections in Serbia next month.

The EU rule of law mission EULEX said it "has increased its presence in northern Kosovo as a result of increased tensions in recent weeks."

NATO-led peacekeeping mission "has also recently increased its own patrols" in the area, EULEX said in a statement.

Donor meet to seek 500 mn euros for Balkan war refugees

SARAJEVO, April 20, 2012 (AFP) - A donor conference next week will seek some 500 million euros to build homes for 74,000 refugees from the 1990s wars in the former Yugoslavia, Bosnian Refugee Minister Damir Ljubic said Friday.

The international conference in Sarajevo on Tuesday "should give a new enthusiasm to resolve the problem of refugees and displaced people" remaining from the wars in Croatia and Bosnia, Ljubic told reporters.

One killed, five hurt, in north Kosovo bomb blast

KOSOVSKA MITROVICA, April 8, 2012 (AFP) - An ethnic Albanian from Kosovo was killed and his wife and four children wounded early Sunday when a bomb exploded at their home in Kosovska Mitrovica, police said.

The bomb was planted on a window ledge at the victims' home at the Serb-majority northern part of town, said police, adding that they were not ruling out ethnic motives for the pre-dawn blast.

UN mission refuses to organise Serbian vote in Kosovo

PRISTINA, March 23, 2012 (AFP) - The UN mission in Kosovo (UNMIK) has said it would not help organise Serbian local elections there.

Belgrade had formally asked UNMIK to help organise the vote as part of its role as neutral overseer of the disputed territory. Kosovo proclaimed independence in 2008 but the move was not recognised by Belgrade.

Albania condemns Serb plan for local elections in Kosovo

TIRANA, March 14, 2012 (AFP) - Albania on Wednesday branded a decision by Serbia to hold local elections in Kosovo as "illegitimate" and said they would not carry any legal weight.

Serbia announced Tuesday it would hold parliamentary, local and regional elections on May 6, with the polls for municipal councils and mayors also being held in a handful of municipalities in the breakaway province of Kosovo.
