By Philippe Siuberski

KINSHASA - President Joseph Kabila called Wednesday for a "moral revolution" in the Democratic Republic of Congo at ceremonies marking the 50th anniversary of its independence from Belgium.

Congolese should put an end to "attacks on human life and dignity" and in particular the widespread rape that has become a feature of the guerrilla conflicts racking the vast nation, he said.

Kabila also singled out "tribalism, regionalism, favouritism, irresponsibility, theft, embezzlement of public

MOGADISHU - At least eight Somalis, including civilians, were killed Tuesday when Islamist insurgents attacked a police building and army barracks in northern Mogadishu, officials and witnesses said.

Gunmen set fire to second UN summer camp in Gaza

GAZA CITY, Palestinian Territories - Masked gunmen set fire to a UN-run summer camp in the Hamas-ruled Gaza Strip overnight in the second such attack in just over a month, the UN refugee agency said on Monday.

The UN Relief and Works Agency (UNRWA) for Palestinian refugees condemned the attack, which appeared to be the work of Muslim extremists who view the camps as a symbol of Western corruption because boys and girls mingle freely.

"This is another example of the growing levels of extremism in Gaza and further evidence, if that were

Palestinian refugees seek basic rights in Lebanon

BEIRUT - Thousands of Palestinian refugees gathered on Sunday outside UN headquarters in Beirut to demand basic civil rights in Lebanon, such as a choice of jobs and ownership of property.

The protest organised by Palestinian and Lebanese non-government organisations was initially due to be held outside the parliament building in downtown Beirut.

"The police outside parliament usually ban any protest there," said Maher Shehadeh, one of the Palestinian organisers. So the protesters gathered instead several hundred metres (yards) away outside the UN headquarters.

Somaliland votes under tight security

HARGEISA, Somalia - The self-proclaimed state of Somaliland closed its borders Saturday as voters chose their president amid fears Islamists from neighbouring Somalia could try to disrupt the polls.

The northern territory has been more stable than Somalia since it broke away in 1991 but a message warning voters to stay home by the leader of the Al-Qaeda-inspired Shebab movement drew draconian security measures.
