The year 2011 will certainly go down in history as a watershed year, dominated by political and economic upheavals and natural disasters. The popular uprisings in North Africa and the Middle East, together with the global protests under the 'Occupy Movement', have once again highlighted the power that ordinary citizens have to bring about change.

Women play multiple roles in conflict and post-conflict situations, and these roles extend well beyond those of caregivers and victims. As such, it becomes crucially important to promote women's agency and build on their potential in peace processes by including them in all levels of participation – including in peacekeeping; negotiations; mediation; socio-economic reconstruction; disarmament, demobilisation and reintegration (DDR) and security sector reform (SSR) processes...

ACCORD is one of the main actors at the forefront of shaping and supporting both the peacekeeping and peacebuilding fields. It has assisted countries in developing peacebuilding strategies, and has supported the strengthening of peacekeeping missions throughout Africa. ACCORD remains committed to the goal of strengthening the understanding of the nexus between peacekeeping and peacebuilding.

Executive summary

Using a human security perspective, this report identifies and analyses local and international non-governmental organisation (NGO) interventions in cases of conflicts related to the environment and environmental change in the southern Sahel of Sudan 1 . The research was driven by the premise that valuable lessons for addressing conflicts related to the impacts of climate change may be identified from environmental interventions.

ACCORD, under its Sudan Conflict Transformation Initiative, held a five-day conflict management training course from 23-27 May 2011 in Durban, South Africa, for key personnel from South Sudan’s Ministry of Peace and CPA implementation. This initiative falls under the Memorandum of Understanding signed between ACCORD and the Ministry of Peace and CPA Implementation in April 2011, and aims to contribute to the achievement of positive peace in South Sudan.

In May, the Training for Peace (TfP) Programme at ACCORD ran a series of training courses for civil affairs officers at the United Nations Mission in Liberia (UNMIL). These courses were designed to develop a pool of trainers that can implement the ‘Civil Affairs Skills Training Methodology’ and thereby develop and enhance civil affairs capacity in UN missions. By so doing, ACCORD supported the UN Department of Peacekeeping Operations (DPKO) Peacekeeping Best Practices Section (PBPS) in the implementation of the Civil Affairs Skills Training methodology.

The Sudanese region of Abyei currently sits at the centre of a conflict between the north and south of what was Africa’s largest state.While analysts have described the situation in Abyei as “an intractable conflict”, this policy brief examines the current impasse, its historical context and the options available for breaking the deadlock and forestalling further conflict.

On 21 April 2011 ACCORD hosted a workshop in Freetown, Sierra Leone, which brought together key stakeholders to discuss strategies for ensuring sustainable locally-owned peacebuilding initiatives in Sierra Leone.

This Policy and Practice Brief assesses the outcomes of the GPA, appraises the performance of the Government of National Unity and examines the implications of the Zimbabwe situation on sustainable peace in Southern Africa. It makes proposals and recommendations for action that could be taken by the Southern African Development Community (SADC), the African Union (AU), GPA principals, civil society and the international community towards addressing the current political stalemate in Zimbabwe.
A sharp increase in numbers of repatriated refugees entering Western Burundi from the Democratic Republic of Congo (DRC) has led ACCORD to open a new field office in Bubanza province, as part of its Legal Aid Clinic Project (LACP). Funded primarily by The United Nations High Commission for Refugees (UNHCR), the LACP accommodates the growing need for land mediation work, following the UNHCR's decision to repatriate 15,000 refugees from the DRC.

In its simplest sense mediation can be defined as the act or process of mitigating the concerns of disputing parties by an intermediary who is not a party to the conflict, but who enjoys the trust of all parties and whose goal is to help forge settlements that are deemed acceptable. The mediator therefore acts as both bridge and a buffer between the parties in dispute. The key to any meaningful mediation therefore lies understanding, managing and transforming the political, economic, social and psychological dynamics of conflict that make disputant parties resistant to negotiations.
Following the changed mandate of the UN peacekeeping mission in the Democratic Republic of Congo (DRC), ACCORD has recently engaged with key peacebuilding stakeholders to consolidate sustainable peace efforts in the country.
