CCRIF Quarterly Report 1 December 2012 – 28 February 2013

The Caribbean Catastrophe Risk Insurance Facility (CCRIF) is the first multi-country risk pool in the world, and is also the first insurance instrument to successfully develop parametric policies backed by both traditional and capital markets. It is a regional catastrophe fund for Caribbean governments designed to limit the financial impact of devastating hurricanes and earthquakes by quickly providing financial liquidity when a policy is triggered.

Jamaica Receives Support for Recovery Efforts after Hurricane Sandy

Kingston, Jamaica, April 15, 2013 – On Friday April 12, 2013 the Government of Jamaica and the Caribbean Catastrophe Risk Insurance Facility (CCRIF) signed a Memorandum of Understanding (MoU), formalising a donation of US$100,000 made by CCRIF to the Government of Jamaica to support Jamaica’s post-disaster recovery and restoration initiatives following the effects of Hurricane Sandy in October 2012. The MoU signing and exchange took place at the Ministry of Finance and Planning in Kingston, Jamaica.

ODPEM partners with earthquake unit to aid improved assessment

The Office of Disaster Preparedness and Emergency Management (ODPEM) will be donating US$30,000.00 to the Earthquake Unit, University of the West Indies (UWI), to facilitate the installation of four motion seismographs (accelerometer) in the Kingston Metropolitan Area Including the offices of ODPEM.

Disaster early warning system coming for the disabled

Persons with disabilities in Portmore, St Catherine, are to be a part of a pilot early warning system being implemented by Panos Caribbean, the Office of Disaster Preparedness and Emergency Management (ODPEM) and the Combined Disabilities Association (CDA).

The project is being funded by the Canada Caribbean Disaster Risk Management Fund to the tune of Canadian $75,000.

RFA Argus aids hurricane-hit Jamaican schools

The Royal Fleet Auxiliary (RFA) ship Argus has broken off from drug-busting duties in the Caribbean to deliver disaster relief aid to Jamaica.

The aid delivered will help Jamaicans rebuild and repair more than 70 schools damaged last month by Hurricane Sandy.

Whilst the Jamaican authorities dealt with the immediate aftermath of the storm, which barrelled through the Caribbean and up the Eastern Seaboard of the USA one month ago causing widespread devastation in places, Argus was asked to help with the longer-term repair and rebuilding process.

Following the destruction wrought upon the Caribbean by Hurricane Sandy, the Jamaica Red Cross, in collaboration with the Ministry of Labor and Social Security has continued to do door to door evaluations in the three most affected parishes, St. Thomas, St. Mary and Portland.

With more than 18,000 homes affected in the country, it is evident that the process of recovery will also be long and challenging. Beyond the figures, there are numerous individual human stories.

New partnership to improve mitigation of risk from earthquakes in the Caribbean

Grand Cayman, Cayman Islands, November 9, 2012 – The Caribbean Catastrophe Risk Insurance Facility (CCRIF) and the Seismic Research Centre (SRC) of The University of the West Indies have entered into a partnership to enhance the Accelerometric Network in the Eastern Caribbean and Jamaica in order to strengthen the evaluation and mitigation of seismic risk across the region.

Over 1000 marooned in St. Thomas Mon October 29, 2012

More than one thousand people marooned in communities in St. Thomas, since the passage of Hurricane Sandy, are reportedly without basic food supplies.

The residents of Epping Farm, Penline Castle, Minto, Hagley's Gap, Grass Piece, and Mahogany Vale are appealing to the authorities for assistance.

They told RJR News that the few shops serving the communities have run out of stock and there is no drinking water.

This Emergency Appeal seeks 1,211,693 Swiss francs in cash, kind, or services to support the Jamaica Red Cross (JRC) to assist 3,400 families (17,000 beneficiaries) for 9 months through an operation which will be completed by the end of July 2013. A Final Report will be made available by the end of October 2013 (three months after the end of the operation).

This Emergency Appeal responds to a request from the Jamaica Red Cross and seeks to support 3,400 of the families most severely affected by Hurricane Sandy.

YB Afraid Foundation and Food For The Poor Assist Hurricane Sandy Victims in Jamaica

COCONUT CREEK, Fla. (Oct. 30, 2012) – Hurricane Sandy victims in Fruitful Vale and Norwich in Portland, Jamaica, were relieved when a caravan of containers and trucks maneuvered past downed power lines and debris to bring them emergency relief assistance on Sunday, Oct. 28. YB Afraid Foundation and Food For The Poor partnered to bring the critically needed supplies to approximately 700 people in urgent need of assistance.

The Event

At 10:00 a.m on Monday October 22, 2012, Tropical Depression #18 was upgraded to TS Sandy. The storm was on a southwestward track and was located some 320 miles south of Pedro Cays. By 4 a.m on Tuesday, TS Sandy was 250 miles of Pedro cay on a northward motion. At this time light to moderate showers had begun to affect sections of the island.

HURRICANE SANDY – SITUATION REPORT #2 AS OF 2.00 P.M., SATURDAY, OCTOBER 27 2012

Message: Tropical Storm force winds continued to impact the Northern Commonwealth of the Bahamas on Saturday, October 27. Damage assessments and relief efforts ongoing in Jamaica and Haiti.

THE EVENT:
Hurricane Sandy, the 18th named storm of the 2012 Atlantic Hurricane Season has affected three of the CDEMA Participating States, Haiti, Jamaica and the Commonwealth of the Bahamas.

Hurricane Sandy Situation Report No 6

NATURE OF EVENT:

Hurricane Sandy made landfall at approximately 2:00 p.m some 8km (5miles) east of Kingston. At 4:00 p.m about 20 km (12 miles) north of Port Antonio, Portland, or 40 kilometres (30 miles) north-northeast of Kingston. The island continues to experience up 80mph storm force winds mainly in central and eastern parishes.

SITUATIONAL ANALYSIS:

The forecast remains for 150 mm (6 inches) to 300 mm (12 inches) of rainfall on Wednesday. Flash flooding of low lying communities is still expected.

NATURE OF EVENT:

The All Clear was issued for Jamaica at 5:00 a.m this morning by the National Meteorological Centre as Hurricane Sandy has traversed the island and is now en route to Bahama

EVACUATION

Given the All Clear planning for re-entry to evacuated communities is now taking place.

No further casualties reported.
