Report of the Secretary-General on the situation in the Central African Republic (S/2013/261)

I. Introduction

1 . The present report is submitted pursuant to the request of the Security Council contained in its resolution 2088 (2013). In accordance with the Council’s request, the report provides an update on the situation in the Central African Republic and an assessment of how the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) could further implement its priorities in the light of recent developments in the country.

In Romania, Congolese refugee does as the Romanians do

BUCHAREST, Romania, May 10 (UNHCR) – Jean-Louis Kialoungou's love affair with Romania began before he even arrived here in the mid-1990s, and over the years the Congolese refugee has become more Romanian than most Romanians.

As Romania prepared for general elections last December, for example, he seemed more concerned than many voters about the fate of his adoptive country. "I asked my colleagues and friends: what do you think about the candidates? Most have no clue!" said Jean Louis, complaining in fluent Romanian about local apathy when it comes to politics.

Central African Republic: Humanitarian Crisis Snapshot (as of 07 May 2013)

Following the coup of 24 March 2013, the Central African Republic humanitarian crisis has deepened progressively. The security situation remains precarious and volatile, resulting in large-scale displacement, widespread looting and violation of human rights. The crisis has placed additional strain on humanitarian conditions which were already precarious due to years of armed conflict and political instability.

Central African Republic Situation Report No. 14 (as of 3 May 2013)

Highlights

  • Joint UN assessment missions to Ndele and Bambari find that the humanitarian situation is worsening in areas of health, protection, food security and education.
    Further assessments planned for Bria and Batalimo.

  • Food security has been identified as the priority sector for intervention. While seeds and food are available in markets, people lack financial resources and many households cannot afford basic food necessities and the seeds required to safeguard next season’s harvest.

Global Overview 2012: People internally displaced by conflict and violence

Around 6.5 million people were newly displaced, almost twice as many as the 3.5 million during 2011. The conflicts in Syria and DRC were responsible for around half of the new displacements.

Central African Republic Situation Report No. 13 (as of 26 April 2013)

Highlights

  • Population movements continue. Over 46,000 refugees have fled CAR since December and substantial numbers continue to arrive in neighboring countries due to human rights abuses and instability.

  • On 22 April, clashes between the residents of Mbres town and Seleka forces left 27 people dead and 50 injured. 480 houses were also burnt down.

  • A measles outbreak has now been identified in two health facilities in Bangui (6th and 8th districts).

This is a summary of what was said by the UNHCR spokesperson at today’s Palais des Nations press briefing in Geneva.

African countries hosting large numbers of Rwandan refugees and Rwanda itself have reiterated their commitment to resolving the protracted Rwandan refugee situation in line with a Comprehensive Strategy that was announced by UNHCR in October 2009.

UNHCR operational highlights

• CAR refugees newly arrived in DRC have been pre-registerd by UNHCR in Equateur and Oriental Provinces. The new refugees fled the Southern part of CAR, mainly from the localities of Zemio, Rafai, Tabani, Gurekindo, and Djinikouma, the cities of Bangassou, Zime and Mobaye Mbanga, as well as from Bangui.

• Since February 2013, UNHCR deployed an emergency team in Gbadolite, Equateur Province. The Agency has also established presence in Ango and Bondo, Oriental Province.

Republic of Congo: Epidemic DREF Operation n° MDRCG014

Summary: CHF 119,241 has been allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support the National Society in delivering immediate assistance to some 128,200 direct beneficiaries and up to 1.1 million indirect beneficiaries. Unearmarked funds to repay DREF are encouraged.

• CHF 95,607 was initially allocated from the Federation’s Disaster Relief Emergency Fund (DREF) to support the national society in responding by delivering assistance.

• The Emergency Appeal was launched on 26 March, 2012 for CHF 1,238,922 for 8 months to assist 13,800 beneficiaries.

• Operations update No 1 was published on 30 May, 2012 to highlight the achievements of the operation then.

In Congo, thousands still homeless one year after munitions blasts

Most of those affected by the blasts have returned to the area of Mpila, where 2,000 families have received tents for shelter. Conditions there are difficult.

Cholera outbreak in Congo

BRAZZAVILLE, 15 March 2013 (IRIN) - An influx of migrants from the countryside into the Republic of Congo's second largest city, Pointe-Noire, is exacerbating a cholera outbreak that began in November 2012. The outbreak infected at least 389 and killed 10, according to the health ministry and local authorities.

"Heavy rain in the port city in recent weeks and sanitation problems triggered the cholera outbreak," said Health Minister François Ibovi.

Q&A: Future remains bleak for Democratic Republic of the Congo

GENEVA, March 8 (UNHCR) – UNHCR's operation in the sprawling Democratic Republic of the Congo (DRC) is one of the biggest and most diverse that it runs in the world. A staff of around 400 people, headed by Regional Representative Stefano Severe, provide protection and aid to hundreds of thousands of people, including refugees, internally displaced Congolese and returnees in rural and urban areas. They are based in Kinshasa or more than a dozen towns in the provinces.
