Climate Prediction Center’s Central Asia Hazards Outlook For USAID / FEWS-NET May 8 – May 15, 2013

Temperatures

During the past week, temperatures averaged near to slightly below normal across most of Central Asia. Temperatures are forecast to average 2 to 6 degrees C above normal during the second week of May. Minimum temperatures are forecast to remain above freezing except for the highest elevations of Afghanistan and Tajikistan. Maximum temperatures are forecast to occasionally warm above 30 degrees C across southwest Kazakhstan, Turkmenistan, and Uzbekistan during the next week.

Minimum temperatures are forecast to remain above freezing except for the higher elevations of Afghanistan and Tajikistan. Maximum temperatures are forecast to warm above 30 degrees C across southern Kazakhstan, Turkmenistan, and Uzbekistan during the beginning of May.

Temperatures:

During the past week, above-average temperature prevailed across much of Central Asia, with the largest positive anomalies ranging between 8 and 10 degrees Celsius throughout western Turkmenistan to eastern Kazakhstan. Higher than average temperatures are expected to continue in the region during the next week. However, minimum temperature is still forecast to fall below -20 degrees Celsius over the higher elevations of Central Asia.

Security Council stresses need for further cooperation in Central Asia

29 January 2013 – The Security Council today stressed the need for cooperation and coordination between governments in Central Asia and regional organizations to strengthen peace, stability and sustainable development in the region.

In particular, the 15-member body underlined the need for governments to collaborate with the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), in a statement issued to the press.

Temperatures:

During December, temperatures averaged below normal over much of Central Asia. A significant decrease in temperatures occurred during the middle period of the month, with a departure from the average exceeding -8 degrees Celsius across northern Central Asia. During the next week, a slightly warmer than average weather is forecast in northern Kazakhstan, while well below normal temperatures are expected across central and northeastern Afghanistan.

Temperatures:

During the middle period of December, much below normal temperatures spread across Central Asia, with significant (< -8 degrees Celsius) negative anomalies over portions of Turkmenistan, Uzbekistan, and southern Kazakhstan. Below-average temperatures have also persisted throughout the central highlands and northeast mountains of Afghanistan. During the next week, colder than average temperatures are forecast to continue throughout central and northeastern Afghanistan, where minimum temperature could fall between -30 and -25 degrees Celsius.

Fourth Central Asia Regional Risk Assessment conference kicks off in Almaty (EN/RU)

Almaty, 17 October – Over 30 representatives of regional international organizations and Central Asian Governments gather in Almaty for a two-day Central Asia Regional Risk Assessment (CARRA) conference to agree on specific collective measures that need to be taken in order to be fully prepared for the upcoming winter season. The participants will identify potential needs and gauge the capacities at national and regional levels in the following key areas: information management, vulnerability assessment and early warning.

European Commission and UN OCHA partner up to improve disaster preparedness in the Caucasus and Central Asia

3 September 2012, ALMATY - For the first time since establishing its presence in Central Asia in 2007, the Regional Office of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) for Caucasus and Central Asia signs a year-long grant agreement with the European Commission's Department of Humanitarian Aid and Civil Protection (ECHO). The grant comes within the framework of ECHO's worldwide Disaster Preparedness programme (DIPECHO) that for the past 16 years has addressed vulnerabilities in dozens of countries at risk of devastating disasters.

€35 million for disaster-preparedness programmes in 2012

Millions of people from the most vulnerable and poorest communities in Central America, Central Asia and the Caucasus region, South-East Asia and Southern Africa will benefit from the European Commission's Disaster-Preparedness Programme (DIPECHO). This year € 35 million has been allocated to help those at risk from natural disasters.

"Building up the resilience of people who face the forces of nature is a central plank of our humanitarian aid policy", said Kristalina Georgieva, European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response.
