Serbia/Kosovo: Landmark Opportunity for Human Rights

Key Indicator for New Agreement, EU Ties

(Budapest) – The April 19 agreement between Serbia and Kosovo offers a landmark opportunity to improve human rights protection in both countries.

Lack of cooperation between Pristina and Belgrade has impeded accountability for war crimes and other serious abuses and impeded free movement. Both governments also need to do more to protect the rights of minorities, ensure full guarantees of the rule of law throughout both Serbia and Kosovo, and improve media freedom.

Serbia will not sign Kosovo accord, wants more talks

04/08/2013 20:26 GMT

BELGRADE, Serbia, April 08, 2013 (AFP) - Serbia on Monday rejected a Brussels-brokered proposal on easing tensions with breakaway Kosovo, seen as a key condition for EU integration talks to begin, but pledged to continue negotiations with Pristina.

"The government of Serbia cannot accept principles verbally presented to its negotiating team in Brussels, since they do not guarantee full security and protection of human rights to the Serb people in Kosovo," Serbian Prime Minister Ivica Dacic told reporters.

Kosovo boosts efforts to aid minority returnees

Despite a slowdown in refugee returns, the Kosovo government said it is working to help those who were displaced in coming home.

Kosovo's bad economy, the absence of housing assistance projects and, at times, threats of violence, have all been factors in preventing returns. But, according to Prime Minister Hashim Thaci, the government will continue to offer financial support for initiatives for the return and reintegration of the minorities.
