The Security Council,

Reaffirming its resolution 822 (1993) of 30 April 1993,

Having considered the report issued on 27 July 1993 by the Chairman of the Mink Group of the Conference on Security and Cooperation in Europe (CSCE) (S/26184),

Expressing its serious concern at the deterioration of relations between the Republic of Armenia and the Azerbaijani Republic and at the tensions between them,

Welcoming acceptance by the parties concerned at the timetable of urgent steps to implement its resolution 822 (1993) ,

SITUATION

1. UNUSUALLY HEAVY MONSOON RAINS SINCE 7 JULY 1993 HAVE CAUSED WIDESPREAD FLOODING IN NORTHERN STATES OF INDIA, WITH PUNJAB, HARYANA AND HIMACHAL PRADESH BEING HARDEST HIT. FLASH FLOODS, LANDSLIDES, OVERFLOW OF RIVERS AND IRRIGATION CANALS HAVE INFLICTED A HIGH DEATH TOLL AND SEVERE DAMAGE TO HOUSING, AGRICULTURE AND INFRASTRUCTURE. SEVERAL AREAS REMAIN ISOLATED FROM THE REST OF THE COUNTRY AS TRANSPORT AND COMMUNICATION LINKS HAVE BEEN CUT.

1. MONSOON RAINS STARTING ON 7 JULY 1993 IN NORTHERN RAJASTHAN (INDIA). ALSO HIT PUNJAB, KASHMIR AND NORTH-WEST FRONTIER PROVINCE IN PAKISTAN. THE RAINS IN THE UPPER CATCHMENTS OF RIVERS SUTLEJ, RAVI AND CHENAB STARTED ON 8 JULY AND CONTINUED UNTIL 10 JULY 1993 CAUSING SUDDEN RISE
IN WATER LEVELS AND HEAVY FLOODING IN SOME AREAS.
