Helpdesk Research Report: Multi-Year Funding to Humanitarian Organisations in Protracted Crises

  1. Overview

Although there is no universally agreed definition of ‘protracted crises’, these are usually understood as situations where a large population is vulnerable to disease, death and disruption of livelihoods over a long period. These situations are often associated with conflict or states that have limited capacity to help those affected by crisis (Macrae and Harmer 2004). Humanitarian spending in protracted crises accounts for more than 80 per cent of all humanitarian aid (HPG 2011) (see figure 1).

  • An estimated 12 million people are in urgent need of humanitarian assistance in East Africa .

  • Aid agencies in Somalia, Djibouti, Ethiopia and Kenya have reported high rates of acute malnutrition as well as large numbers of livestock deaths and other indicators of livelihood distress.

  • Numerous factors, including drought, the protracted conflict in Somalia, rising food prices, seasonal floods and localised resource conflicts are contributing to a deepening crisis.

The MSF response to cholera in Haiti was of extraordinary scope and happened under extremely difficult circumstances: cholera re-appeared for the first time in 100 years and spread rapidly; the humanitarian situation in the country was already bad, and had worsened after the earthquake in January 2010; there was political unrest; and there had been no particular preparation for an outbreak of the disease.

The present report has been prepared pursuant to General Assembly resolution 65/264, in which the Assembly requested the Secretary-General to continue to improve the international response to natural disasters and to report thereon to the Assembly at its sixty-sixth session. It provides an overview of the occurrence of disasters associated with natural hazards and highlights emerging trends. The report describes several key challenges and looks at progress made in various areas. It concludes with a number of recommendations.

Food Security and Agriculture Highlights: Georgia July - September 2011

Key messages

  • The agricultural sector performed very well in 2011. The production of wheat and corn respectively doubled and tripled compared with last year.

  • Food prices continued to decrease in July 2011 (5% compared with June) and then stabilized in August and September.

  • According to the World Bank’s latest poverty dynamics review, poverty increased from 22.7% in 2008 to 24.7% in 2009. In rural areas poverty increased by 3%. Expectations are that poverty has increased in 2010 but will start decreasing in 2011.
