Access and Utilizaton Survey - Refugee Education in Egypt
The consultant will support UNHCR Egypt in the development and roll-out of a novel education access and utilization tool. The development of the tool will be based on the health access and utilization survey, but adapted for the education sector. The survey will support UNHCR Egypt to monitor the access of refugee children to schools and identify potential obstacles and opportunities to improve programmatic interventions in the education sector.
UNHCR’s operation in Egypt is one of the organization’s largest and oldest urban refugee programmes. As of 30 June 2017, a total of 208,398 asylum seekers and refugees are registered with UNHCR in Egypt. The Syrian refugee population remains the largest with 122,802 individuals (58.93%), followed by 34,930 Sudanese (16.76%), 13,506 Ethiopians (6.48%), 9,703 Eritreans (4.66%), 7,791 South Sudanese (3.74%), 7,010 Somalis (3.36%) and 6,783 Iraqis (3.25%). The other nationalities are cumulatively 5,873 individuals (2.82%). The vast majority of the registered population resides in urban areas with more than 62% of them in Greater Cairo, followed by 11 % in Alexandria, 8 % in Qalyubia, 4% in Sharkia and 4 % in Damietta. The registered population is almost equally distributed between gender with 49 per cent women and 51 per cent men. 40 per cent of the total registered population in Egypt are children.
The Government grants refugees and asylum-seekers registered with UNHCR six-month renewable residence permits. However, given the centralized and lengthy administrative procedures, many refugees find difficulties to obtain or renew their residence permits. Egypt grants access to public education to certain nationalities and, at the end of 2016, access to national health care services was extended to all asylum seekers and refugees.
Education is part of UNHCRs core protection mandate. UNHCR supports education in urban settings in Egypt. This includes support for Early Childhood Education (KG1&2), primary education (grades 1-6), preparatory (grades 7, 8 and 9), and secondary education (grades 10, 11 and 12). UNHCR Egypt developed its education strategy around six main objectives. These objectives are: improving learning environment in primary schools, ensuring protective learning environment for children, improving access to secondary education, improving access to higher education opportunities and ensuring the availability of education opportunities at every age.
The purpose of this consultancy is to support the development of an education, access and utilizaton survey:
Ø Develop and roll-out the education assessment and utilization survey as method of assessing and monitoring access to education, educational needs and determine the gaps in access to education
· Development of the questionnaire.
· Support the sampling of the survey
· Analyse the data
· Final report writing
· Final development of a tool for future use
Qualification and Experience of Consultant (degree required, years of experience, field of expertise, language required):
- Degree in Social Science, Research, Development
- Extensive knowledge of information systems and working with large datasets
- Minimum of 10 years of working experience in research.
- Strong analytical and writing skills.
- Experiences in research in refugee populations
- Fluent in English. Knowledge of Arabic is an added value.
