Delivering on stable and secure institutional funding for programmes, the positon will focus on developing strategy, building donor relations, supporting programme planning and application development, advising on donor requirements for grant management, supporting staff and partner capacity building, and contributing to organisational learning. The region covers four countries the Syria Response programme and includes Pakistan, Myanmar, the Occupied Palestinian Territories/Israel (OPT/I). The role works closely with the Institutional Funding Unit, also part of the International Division.

Reporting to Head of Region- A/ME, this is a Specified Purpose contract for Maternity Cover and is based in Maynooth, Co. Kildare[1].

Key Duties & Responsibilities

Country institutional funding strategy development

  • Work closely with Institutional Funding Unit in Head Office to achieve IFU deliverables and targets

· Acquire in depth knowledge of both the country strategic frameworks and all programmes in Pakistan, Myanmar, OPT/I and for the Syria Crisis Response programme.

· In close coordination with country teams, develop and review/update on an annual basis country institutional funding strategies and annual action plans.

· Maintain and regularly update a database of all potential donors for the Asia and Middle East programmes.

· Regularly update relevant management staff and Programme Officers on donor strategies, geographical and thematic priorities, future calls and requirements for applications.

Donor relationship building

· Support country staff in their engagement and relationship building with donors, and engage directly with donors as appropriate.

· Negotiate and scrutinise donor contracts, as necessary.

· Work closely with IFU at head office to ensure coordinated contact with donors

Programme planning and Institutional funding applications

· Work closely with programme and partner staff in-country to ensure programmes are well-positioned to secure donor funding

· Pro-actively identify opportunities for securing institutional funding from governments, major donors and trusts accessible to Trócaire.

· Assist in the development of institutional funding applications (concept notes and full proposals, narrative and financial) in close coordination with donors, programme officers, Head Office programme teams and partners.

· Participate in planning meetings, where appropriate, held with programme officers and partner staff to develop concept notes and full proposals for current and future donor calls.

· Provide extra support to countries outside Asia and the Middle East with Institutional Funding applications and grant management if required.

Grant management

· Review donor contracts prior to signing and inform country management and the relevant programme officers of Trócaire’s responsibilities.

· Provide advice and support to programme staff and partners to meet the contractual obligations and donor requirements of co-financed programmes and projects and ensure fulfilment of obligations both by Trócaire and partners.

· Assist in the development of institutional funding reports and in developing financial management and reporting systems which will facilitate effective programme budget tracking and management, in close coordination with country directors, programme officers, Finance staff, and partners.

· Support programme officers and partners in the timely development of proposals for modifications to donor contracts.

· Support project evaluations and audits and ensure that these comply with donor requirements.

Staff and Partner capacity building

  • Provide support and guidance to build capacities of staff and partners in managing Trócaire donor contracts, especially in narrative and financial reporting, in close collaboration with the country team.
  • Provide support and training to programme staff and partners in the development of institutional funding applications and the management of grants

Organisational planning and learning

  • Ensure all relevant donor related documentation is recorded on Trócaire’s management information system (MIS).
  • Provide information on institutional funding for all relevant documents at organisational, regional, country and programme level.
  • Input into institutional funding planning, evaluation and learning exercises at organisational level.
  • Provide support to colleagues in specific areas, according to expertise.
  • Attend office, regional, departmental and organisational meetings and training courses as required/relevant.

Person Specification – Essential Requirements

(E) Qualification

· Graduate level qualification in Social Science, Development Studies, or related area.

(E) Experience

· Minimum 2 years’ experience of proposal and report writing for major international donors including the European Union (DevCo and ECHO), Irish Aid, UK DFID, other European Governments, UN, US Government funding (USAID, State Depts.), and other relevant trusts/foundations.

· Proven track record of securing institutional funding from successful grant applications.

· Experience of managing grants co financed by the donors such as: European Union (DevCo and ECHO), Irish Aid, UK DFID, other European Governments, UN, US Government funding (USAID, State Depts.), and other relevant trusts/foundations.

· Project cycle management using logical frameworks.

· 2 years’ experience of working overseas on development projects in developing countries, preferably in Asia.

· Working with partner organisations.

· Training/capacity building in a multi-cultural environment

· Outstanding writing skills in English, including proposals & reports.

· Excellent numeracy skills for budgeting and financial analysis.

· Strong project planning, monitoring and evaluation skills, using logical frameworks.

· Computer literate.

· Fluency in English.

· Substantive experience in one or more of Trócaire priority sectors: livelihood security, environmental justice, human rights, disaster risk reduction, gender, humanitarian response.
