Proposal Objective:

USAID/Kosovo is contracting a firm to conduct a country-level Political Economy Assessment (PEA) to develop the Results Framework for their CDCS 2018-2023. The work will include a review and familiarization of USAID’s ADS 201 Guidance on Strategic Planning and Implementation and the USAID/Kosovo country program and development context.

Expected start of the assessment would be May/June 2017, and the period of performance is 100 days.

Position Description:

SI is seeking a Team Leader to design and lead the development of the RF for USAID/Kosovo’s CDCS, providing technical guidance and team supervision. The consultant position would be based in Kosovo.


· Plan and conduct the RF using appropriate approaches and methodologies.

· Lead the desk study analysis, Mission workshop, draft RF development, RF paper and final RF.

· Manage and provide leadership to a team of assessment and subject matter experts, ensuring the quality of their work.

· Oversee the development of data collection tools; lead the team in conducting qualitative and quantitative field data collection and analysis.

· Responsible for compiling and writing the desk and final reports.


· Master’s degree or higher in relevant subject matter.

· At least 10 years of professional experience in areas related to development of strategic plans.

· Experience in conducting strategy development workshops.

· Familiarity with USAID’s ADS 200 and 201, i.e. the program cycle, including USAID’s CDCS and RF guidance.

· Familiarity with emerging trends as they apply to USAID’s strategic planning and design and the Foreign Assistance Framework – U.S Department of State.

· Excellent written and oral communication skills as well as exceptional organizational, analytical abilities and facilitation skills.

· Willingness and ability to travel throughout Kosovo.
