Purpose of the Position

Background

The Rural and Remote Education Initiative for Papuan Provinces programme targets 120 primary schools in rural and remote areas with the objective to test effective and sustainable approaches for improvement of learning outcomes of literacy in early grades in rural and remote areas of Tanah Papua (Jayapura, Biak, Timika, Jayawijaya, Manokwari and Sorong districts). The initiative is positioned within the Education for Early Childhood and Adolescent Development component of the UNICEF country programme of cooperation with the Government of Indonesia, for the 2016-2020 period.

The initiative provides teacher professional development for improved early-grade and multi grade teaching to rural and remote schools and teachers using a number of strategies that rely on mobile teams, mobile teachers or mobile mentors to outreach to schools or local clusters of schools. The programme goal is: Improved learning outcomes of literacy in early grades in rural and remote areas of Papua and West Papua. To achieve this goal, the programme is planned around two key pillars, each addressing selected constraints that negatively impact on the education of children living in rural and remote areas of Papua and West Papua:

Pillar 1- piloting strategies to strengthen the quality of early grade literacy in rural/remote areas

Pillar 2 – strengthening local governments' understanding of and capacity to improve education service deliverer in the remote areas.

The monitoring and evaluation (M&E) system of the programme includes a comprehensive array of monitoring activities, teacher and student assessments, community survey methods and pilot evaluation studies, based on accepted international standards. The M&E focuses on programme-level activities and aims to monitor performance (progress) toward achieving planned results, in support of communicating findings and lessons learned to key stakeholders.

UNICEF is seeking two temporary appointments to fulfil the role of Monitoring and Evaluation Officer, for an 11 month period in 2017. Applicants must be Indonesian nationals

Key Accountabilities and Duties & Tasks

  • Provide overall technical support to the programme manager, programme officers, key stakeholders and government and civil society partners to ensure appropriate monitoring and evaluation of all programme related activities and planned results.
  • Lead development and on-going review of indicators and mechanisms of assessing programme results for purposes of programme monitoring, evaluation improvement, advocacy and reporting.
  • Promote and facilitate full participation of all stakeholders, communities and community leaders in development and tracking of qualitative and quantitative indicators, and in monitoring and evaluation of programme activities.
  • Train programme staff in specific skills for use of the M&E system and data collection tools.
  • Conduct regular monitoring visits to programme sites, and collect and collate data on key programme indicators using the agreed M&E tools.
  • Review and provide necessary inputs to narrative reports, where this relates to reporting on monitoring data or other M&E activities. Document and report challenges, lessons learned and local solutions sought as appropriate to feed into the programme learning process.
  • Qualifications of Successful Candidate

    1) University degree in one of the disciplines relevant to the following areas: Economics, Social Sciences, Economy and Education or a field(s) relevant to international development assistance.

    2) At least 3-5 years extensive experience in programme implementation and monitoring, especially in Indonesia.

    3) Computerised data base management skills

    4) Significant experience in leading or coordinating monitoring and evaluation of education related programmes.

    5) Evaluation design and management: design and manage the evaluation approaches and research methodologies, including quantitative and qualitative research methods

    6) Information management: design and manage data and information systems capable of handling large datasets for M&E purposes;

    7) Statistical analysis: a range of statistical modelling and analysis of impact data; proficient user of: Excel/SPSS or STATA; and qualitative data analysis software e.g. ATLAS.ti, NVivo or equivalent;

    8) Strong interpersonal and proven communications and training skills especially in advocacy, and dealing with donors, and other stakeholders.
