Context:

Under the overall supervision of the Chief of Mission in Bamako and the direct supervision of the Programme Coordinator, in collaboration with managers of relevant operational units and in close consultation with the Resource Management Officer (RMO) for the compliance aspects, the successful candidate will be responsible for the overall administration of the Gao Sub Office as well as the implementation, monitoring and reporting on IOM programme activities in the Gao region, and particularly the implementation of Irregular Migration, Disarmament Demobilisation and Reintegration/ Community Violence Reduction (DDR/CVR), Displacement Tracking Matrix and the Direct Assistance activities. In close coordination with relevant units of IOM Bamako and liaison with other IOM sub-offices, the HoSO will represent IOM, and support and oversee programme development implementation and management activities in the Gao region. In addition to punctual technical advice on the status of each sub-projects, s/he will evaluate the current state of the project office and staff and propose ad hoc organizational development and institutional strengthening measures to position the IOM Sub Office as a key delivery agency in North Mali vis a vis its projects and development partners. S/he will work in close cooperation with all relevant units of the Mission in Bamako in order to ensure a timely and smooth implementation of the IOM activities, as well as management of IOM resources.

Core Functions / Responsibilities:

  1. In coordination with the RMO and relevant IOM units in Bamako and in accordance with relevant Mission directives and instructions, oversee sub-office administration, finances, and local procurement activities, while establishing proper archival and documentation systems in the Office.

  2. In coordination with the Chief of Mission and the relevant units in Bamako, oversee local recruitment and provide training to staff in accordance with needs and programme requirements. Supervise and guide national project staff to ensure adequate information sharing with implementing partners and the sound collection of data on the number of beneficiaries reached including gender breakdown.

  3. Ensure that the inventory of equipment in the Gao sub office is regularly updated; in coordination with relevant departments, provide maintenance and care of all office assets.

  4. Responsible for the maintenance of the Sub Office security equipment and compliance to MOSS.

  5. Develop and maintain close liaison with State and local authorities, humanitarian agencies, UN DPKO Mission, and other partners in the field.

  6. Coordinate closely with the Office of the United Nations Department of Safety and Security (UNDSS), civilian and military government authorities, village councils to ensure security for all IOM staff.

  7. In accordance with the Guiding Principles on Internal Displacement, relevant international agreements and IOM operational guidelines, support and monitor IOM’s Emergency and Post-Crisis activities.

  8. Act as focal point for the IOM projects in the region including Irregular Migration, DDR, DTM and Direct Assistance activities and be responsible for the efficient, coherent and effective implementation of policies developed with the Emergency and Programme Coordinator and approved by the CoM.

  9. Supervise and support the national and international DTM and Direct Assistance field staff in overcoming day-to-day challenges and fulfilling the objectives of the Programme. Supervise the recruitment and training of additional national enumerators and direct assistance staff. Facilitate the field-level deployment of national staff and monitoring their activities to ensure quality control and adherence to the project implementation timeframe.

  10. Facilitate assessments in the area of responsibility to identify programme gaps; recommend new actions and solutions to problems.

  11. Supervise the implementation of the Direct Assistance activities, to be implemented both directly or through Implementing Partners in the Gao region as well as in Mopti, and Kidal (once deployment will be allowed)

  12. Provide weekly reports to the Program Coordination team in Bamako and advice on the strategy and methodology to be adopted for the Direct Assistance activities in Mopti, Gao and Kidal (once deployment will be allowed).

  13. Compile, verify and send all the data, administrative and financial documents related to the Direct Assistance programme to the Direct Assistance Team in Bamako according to a pre-established calendar;

  14. Prepare informational products for regular or ad hoc meetings and presentations with cluster members, the Malian Government, other NGOs, UN Agencies and civil society, as well as respond to information requests from partners seeking specific information about Direct Assistance activities.

  15. Participate in the UN system meetings either in relation to the security (ASMT) or programs as required

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, Mathematics, Statistics or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of migration and refugee assistance;

• Experience in a complex humanitarian emergency or post-conflict environment;

• Experience in IDP/refugee protection or relevant human rights and legal experience;

• Good level of computer literacy.

Languages

Fluency in English and French is required.
