Land O'Lakes International Development seeks candidates for the Chief of Party position for an anticipated USAID-funded youth skills development for economic growth project in Sri Lanka. The projected four-year project will partner with businesses and public, private, and faith based vocational training institutions to build a skilled workforce to serve key growth sectors.
Position Summary and Primary Responsibilities:
The Chief of Party will provide overall strategic vision, management and direction, including 1) successful implementation of the project and achievement of results, on time and within budget; 2) forging connections between private sector companies and public, private, and faith-based TVET institutions, including working within governmental systems to improve TVET processes with private sector partners; 3) supervision, mentoring and development of project staff; 4) management of project workload including all financial, planning, administrative compliance and reporting, and monitoring and evaluation; and 5) representation of the project to the donor, relevant Government institutions, community groups, NGOs, and private-sector partners. S/he will report to Land O’Lakes’ Regional Program Director.
Required Skills and Qualifications:
Master's degree in economics, business, education, or related field or equivalent work experience.
Minimum of five years as Chief of Party or equivalent senior level work experience for a donor funded workforce development project.
Proven ability to manage and develop strategic partnerships between private industry and TVET institutions.
Proven ability to manage challenging projects working collaboratively with public and private stakeholders.
Proven ability to manage short- and long-term staff, and develop the capacity of diverse working teams.
Experience working with education and training institutions for work readiness and technical training focused on youth employment required.
South Asia experience working on youth and workforce development projects strongly desired.
Direct working experience in and a deep understanding of working context in Sri Lanka preferred.
Fluency in English is required.
