Zamboanga and Basilan emergency. For more than a week, fighting between a faction of the Moro National Liberation Front (MNLF) and the Armed Forces of the Philippines (AFP) caused displacement of 96,680 people from 31 barangays in Zamboanga and Basilan. At least 76,155 people are now in evacuations centres and an unknown number of civilians remain trapped in the affected coastal villages

Global humanitarian action at mid-2013 has entered uncharted territory in terms of the number of people needing help and resources still to be secured, mainly because of the Syria crisis. The Syria Humanitarian Assistance Response Plan aims to help 6.8 million people inside Syria in 2013, and the Syria Regional Response Plan for refugees and affected host communities intends to help another 5.3 million people.

1. Summary

Since the Philippines (Mindanao) Humanitarian Action Plan 2013 was published in December 2012, communities in Mindanao continued to be affected by armed conflict, clan feuds, generalized violence and natural disasters. On 4 December 2012, Typhoon Bopha, locally known as Pablo, swept across Mindanao causing massive destruction particularly in Davao and Caraga regions in the east. Bopha affected over 6.2 million people and left 1,146 dead, 834 still missing and destroyed over 230,000 homes.

In 2013, the humanitarian community launched a Philippines (Mindanao) Humanitarian Action Plan for US$ 35 million to respond to humanitarian and protection needs in Mindanao.

Since the Humanitarian Action Plan was published in December 2012,Typhoon Bopha, locally known as Pablo, swept across Mindanao causing widespread destruction. The humanitarian community appealed for US$65 million under the Bopha Action Plan as an addendum to the Humanitarian Action Plan.

EXECUTIVE SUMMARY

Typhoon Bopha (locally known as Pablo), hit eastern Mindanao on the morning of 4 December 2012 causing havoc in its wake. Over 6.2 million people were affected, 230,000 homes destroyed, and 1,146 people lost their lives while 834 people remain missing. President Benigno Aquino III accepted an offer of support and the international community alongside the government delivered humanitarian assistance to those most affected.

Peace Process

Positive developments in the peace process are ongoing between the Government of the Philippines (GPH) and the Moro Islamic liberation Front (MILF). Since the signing of the Framework Agreement on the Bangsamoro in October 2012, the peace process continues to progress with the formation of the Transition Commission in February 2013, tasked to draft a Basic Law for the new political entity to replace the Autonomous Region in Muslim Mindanao (ARMM).

Post-disaster assessments carried out by OCHA found that a lack of accessible information and unfamiliarity with disaster warning systems may have contributed to the loss of lives.

  1. Bangladesh - Tropical Storm Mahasen struck southern districts on 16 May. The Joint Needs Assessment (JNA) is ongoing and preliminary findings are due to be presented tomorrow (21 May). 17 people have reportedly lost their lives, JNA results will provide a better understand of the impact of the cyclone on shelter and livelihoods.
