Latin America and the Caribbean is a diverse region and does not follow a single pattern of development. This Report is separated into two volumes which share the same narrative: the Regional Human Development Report – the first volume – covers the entire region, while deepening the analysis on Latin America; and this current Caribbean Human Development Report – the second volume – approaches the multidimensional challenges of sustainable development and human progress taking into consideration the particularities of the Caribbean.

Every year, hurricanes destroy hundreds of houses and businesses and cut off water supplies in Cuba, yet people rarely die. A week after U.S. researchers predicted that the 2003 hurricane season in the Atlantic would be twice as severe as last year, Xavier Castellanos of the International Federation of Red Cross and Red Crescent Societies (IFRC) told AlertNet how good evacuation procedures and coordination with the Cuban government prevent hurricanes from becoming disasters.

The European Commission has approved a €2.5 million Action Plan to help vulnerable groups in the Caribbean prepare for and respond to natural disasters. The decision will support disaster preparedness initiatives and response mechanisms. Funds will be allocated to international agencies operating in the region, via the European Commission's Humanitarian Office, ECHO, under the responsibility of Commissioner Poul Nielson. Since 1998 ECHO has provided some €6.8 million to the Caribbean through its disaster preparedness programme (DIPECHO).
