British Virgin Islands: DDM hosts successful result- based management training

The Department of Disaster Management (DDM) is continuing efforts to improve its performance and efficiency levels as well as that of its partners.

Recently, the department in collaboration with the Caribbean Disaster Emergency Response Agency (CDERA) through the Regional Comprehensive Disaster Management Harmonization Implementation Project which is funded by the Department for International Development (DFID) and Canadian International Development Agency (CIDA), embarked on a training session in pursuit of this objective.

Tropical Storm "Debby" downgraded to an open tropical wave

1. The National Weather Centre in Miami reports that "Debby" has been downgraded to an open tropical wave with no definable center. On 24 August 2000, at 1500GMT, this tropical wave was moving westward about 20 mph (32 km/h). Maximum sustained winds remain near 40 mph (64 km/h) over the waters between eastern Cuba and Jamaica

Caribbean: Hurricane Debby Information Bulletin No. 3

The Disaster
Debby, a category one hurricane, has now turned into a tropical depression and continues to weaken along the northern coast of Hispaniola and Cuba. Its winds there are down to 85 km per hour. It is expected the storm will further weaken while moving over Haiti and Cuba. At 17:00 on Wednesday, the Government of Cuba has replaced the hurricane warning with a tropical storm warning for the northern coastal provinces of Guantanamo, Holguin and Las Tunas as well as for Santiago de Cuba and Granma. The centre of Debby will be moving over the high terrain of eastern Cuba tonight.

CDERA Final Advisory on Hurricane Debby

At 11:00 am Debby had deteriorated into an open Tropical Wave and was moving westward about 20 mph (32km/hr).

As Debby no longer poses a threat to any of the CDERA's Participating States, we are standing down the Regional Response Mechanism.

The threat of heavy rainfall in Jamaica continues until the remnants of Debby clears the area. CDERA will continue to monitor this situation along with ODPEM in Jamaica and advise of any adverse impacts as necessary.

This is the final Advisory to be issued by CDERA.

Puerto Rico faces flooding after Hurricane Debby's drenching rains

SAN JUAN, Puerto Rico, Aug 23 - Many areas of Puerto Rico remained inaccessible Wednesday after a torrential rainstorm brought on by Hurricane Debby, as the system headed toward the neighboring Dominican Republic.

Island residents woke up to find their streets flooded and rivers overflowed as the showers fell throughout the early morning.

Many main roads in the municipalities of San Juan, Caguas, Bayamon and Carolina were closed because of flooding.

Several mudslides were reported in the mountainous central part of the island, according to local radio reports.

Debby has now been downgraded to a Tropical Storm but is expected to regain hurricane strength and resume a northwest track later today or tonight.

At 2 a.m. today, the centre of the category one hurricane Debby was located near latitude 19.5 north, longitude 68.1 west or about 385 km south-east of Grand Turk island. Debby has been moving in the west-north-west direction during the past few hours. The maximum sustained winds remain around 120 km/hr, with stronger gusts. Tropical storm Debby becomes hurricane, threatens Puerto Rico

MIAMI, Aug 22 (AFP) - Tropical storm Debby became a hurricane early Tuesday, as it churned over the Leeward Islands toward Puerto Rico and the Dominican Republic, the National Hurricane Center (NHC) said.

At 8:00 a.m. local time (1200 GMT), the hurricane was moving through the northern Leeward Islands and threatening the Virgin Islands, packing maximum sustained winds of almost 120 kilometers (75 miles) per hour.

CDERA Advisory 2 on Hurricane Debby

Hurricane Debby continued to move through the northern Leeward Islands heading toward the Virgin Islands.

A hurricane watch is in effect for the southeastern Bahamas and the Turks and Caicos Islands and for the northern Haiti, north of Port au Prince. Hurricane warnings remain in effect for the Leeward Islands from Anguilla and St. Eustatius westward through the British and the US Virgin Islands, Puerto Rico and its surrounding islands and for the north coast of the Dominican Republic.

CDERA Advisory 1 on Hurricane Debby

On 21 August 2000, at 1100 hrs AST, the center of Tropical Storm Debby was located near latitude 15.7 north, longitude 57.3 west or about 280 miles (455 km) east of the Leeward Islands. Debby is moving toward the west near 22 mph (35 km/hr) and this motion is expected to continue for the next 24 hours. Maximum sustained winds are near 70 mph (110 km/hr) with higher gusts mainly to the north and east of the center.

In response to the threat Tropical Storm Debby, the CDERA Coordinating Unit has initiated contact with National
