WASHINGTON, June 9, 2011 – The World Bank’s Board of Directors today approved an Additional Grant in the amount of US$ 1 million to support the on-going Disaster Hazard Mitigation Project in the Kyrgyz Republic. The additional funds would enable repairing the flood damage inflicted last spring on crucial road infrastructure necessary for the transport of radioactive materials from their currently unsafe locations to the new and engineered disposal sites.

Japan donates US$37.9 million to IOM humanitarian operations for 2011

The Japanese government has committed a total of US$37.9 million in funding for 2011 to support IOM humanitarian services for migrants, migrant producing regions, host communities, returnees and internally displaced people.

The funded projects, in Afghanistan, Kenya, Kyrgyzstan, Pakistan, Rwanda, Somalia, Sudan, Tajikistan and Tanzania, will also provide technical support to increase government capacity to manage increasingly complex migration flows as well as coping with displacement due to natural disasters.

The International Federation's Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation's disaster response system and increases the ability of National Societies to respond to disasters.

Executive summary

Following independence, Kyrgyzstan embarked on a transition to a democratic system of governance and market economy. The socalled Tulip Revolution of 2005 brought a new leadership, but frequent public demonstrations and equally frequent changes of state officials contributed towards concerns over stability. Violent unrest in early April 2010 ousted the president and an interim government comprising former opposition figures is currently in power. Internal violence in the spring flared up again

Setting the foundations for rapid crisis response

ACTED has been working in disaster risk reduction in Kyrgyzstan and neighbouring Tajikistan for almost a decade. ACTED first worked with the Kyrgyzstan Ministry of Emergency Situations (MoES) and its equivalent in Tajikistan to set up REACT (Rapid Emergency Assessment and Coordination Team) - a rapid response mechanism that brings together national and local ministries and agencies involved in all areas of emergency response .

Pakistan has been hit by the worst floods in decades with over 20 million affected-people in the country, outnumbering those of the 2004 Tsunami or of this year earthquake in Haiti. In the North West as well as in the South of the country, the torrential rains have wrecked entire villages, swallowed up by rivers in spate that have turned into wrenching torrents sweeping away houses, crops and livestock. Thanks to its presence in both Swat and Dir, ACTED was able to launch emergency activities as early as August 3rd, that is as soon as floods started to retreat.

Kyrgyzstan - Emergency Food Security Assessment, August 2010

EXECUTIVE SUMMARY

Context and methodology

- WFP has carried out food security assessments in Kyrgyzstan since 2008, using data collected by the Kyrgyz Integrated Household Survey (KIHS). In view of the violent civil unrest in April and June 2010 in several oblasts of the country, an update of the situation was felt necessary as results of the 2010 KIHS would not be available before 2011.

- The nation-wide Emergency Food Security Assessment (EFSA) was designed to provide statistically representative household food security data at national, rural, urban and oblast levels
