Humanitarian Assistance in Review, FY 2002 - 2011 - Europe, Middle East, and Central Asia

Natural disasters, including drought, earthquakes, floods, and wildfires, as well as ongoing complex emergencies and limited government capacity in the region, present significant challenges to vulnerable populations in Europe, the Middle East, and Central Asia (EMCA). Between Fiscal Year (FY) 2002 and FY 2011, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and USAID’s Office of Food for Peace (USAID/FFP) provided assistance in response to a range of disasters, including floods, wildfires, winter emergencies, and complex crises.

Executive summary

The North Africa region, made up of Algeria, Egypt, Libya, Morocco and Tunisia, is economically diverse with rich, resource-abundant economies like Algeria and Libya and countries that are resource-scarce relative to their population size such as Egypt and Morocco. These five middle income countries are generally on track to achieving the health Millennium Development Goals (MDG) target by 2015, but still face significant rural and urban disparities and gaps in coverage.

Summary: CHF 257,914 (USD 246,525 or EUR 175,360) was allocated from the Federation's Disaster Relief Emergency Fund (DREF) to support the Egyptian Red Crescent Society in delivering immediate assistance to some 3,500 beneficiaries. Unearmarked funds to repay DREF are encouraged.

This DREF operation aimed to assist the Egyptian Red Crescent Society (Egyptian RCS) in its efforts to meet the humanitarian needs of those affected by the flooding in four regions in Egypt (North Sinai, South Sinai, Red Sea and Aswan).

EGYPT: Thousands of Aswan flood victims still awaiting compensation

CAIRO, 29 June 2010 (IRIN) - More than five months after flash floods hit the southern Egyptian governorate of Aswan and destroyed hundreds of homes, thousands of flood victims are still without proper shelter, they said.

"The government has done nothing whatsoever to help us overcome the damage caused by the floods," local resident Badria Abdel Sattar, a 50-year-old single mother of five, told IRIN. "I made numerous complaints to local authorities about this, but to no avail.

EGYPT: Lessons from the January floods in Sinai

AL-ARISH, 21 March 2010 (IRIN) - Floods in and around the northern Egyptian city of Al-Arish in January have highlighted the need for more and better quality disaster preparedness planning in the governorate and nationwide, officials say.

"The floods were a surprise as North Sinai had not seen floods in 30 years," said Mohamed Fawzi, head of the Crisis and Disaster Management Sector at the Cabinet's Information and Decision Support Center (IDSC).

He said the governorate was included in national flood planning, but few disaster preparedness activities had been undertaken.

Humanitarian Community in Pakistan launches $537 Million Response Plan

Humanitarian organizations in Pakistan are requesting US$537 million to respond to immediate needs such as food and shelter for vulnerable people in the North-West of the country. The Pakistan Humanitarian Response Plan (PHRP) for 2010, which was launched on 9 February in Islamabad, covers a period of six months and has been established by UN humanitarian agencies and national and international NGOs in close consultation with the Government of Pakistan at provincial and federal levels.

Egypt: Mubarak receives report on facing floods in future

Aid to Haiti continues while ShelterBox responds to three more disasters

ShelterBox is continuing its vital work responding to disasters around the world while carrying on with its massive aid delivery to Haiti.

This week the international disaster relief charity is sending another 1,200 ShelterBoxes to Port au Prince, providing emergency shelter for up to 12,000 people. It will bring the total number of boxes deployed in Haiti to more than 8,000.

International disaster relief charity ShelterBox is sending emergency shelter to southern Egypt where flash floods have destroyed hundreds of homes.

The torrential rains in the Sinai Peninsula have washed away mud brick houses forcing scores of families out of their homes.

ShelterBox is flying 224 boxes of prepositioned aid from Dubai to the southern Egyptian city of Aswan. The boxes will be met by ShelterBox Response Team members Lizzy Treglown from Ashton, near Helston, and Adrian Sumner from Nottinghamshire.

EGYPT: Report details north Sinai flood damage

CAIRO, 1 February 2010 (IRIN) - A report on flood damage in the northern part of the Sinai Peninsular was submitted to the Egyptian Cabinet on 28 January.

It said flash floods on and after 18 January left 780 homes totally destroyed, 1,076 submerged and the area suffered material losses of over US$25.3 million.

The destroyed homes would cost the government $3.5 million in compensation, said the report produced by the Crisis Management Centre in north Sinai in cooperation with the Cabinet's Information and Decision Support Centre.

Floods hit Region

Heavy rains and floods in several parts of Egypt in mid-January claimed the lives of at least 15 people and left 780 homes totally destroyed and 1,076 submerged. North and South Sinai, The Red Sea, Aswan and Qena governorates were affected, with strong rains in Suez, Ain Sokhna and Ismailia. Material losses were estimated at over US$25.3 million. Strong wind and heavy rains also swept through the Gaza Strip, Israel and Jordan, destroying homes, knocking out power lines and cutting off roads.

EGYPT: Displaced flood victims still waiting for aid

CAIRO, 25 January 2010 (IRIN) - Days after flash floods killed several people and forced hundreds of families out of their damaged homes in the Sinai Peninsula, government assistance is yet to arrive, survivors say.

"Our conditions are so desperate," Nuweiga Gemeiaa, a local resident whose home was destroyed in the 18 January floods, told IRIN. "We sleep in the open, but the government hasn't done anything effectual so far to give us either shelter or money to compensate [us] for what we've lost."

Egypt: Mubarak gives directives to government, NDP to assist torrential rains victims

President Hosni Mubarak has given directives to the government and the National Democratic Party to mitigate the effects of torrential rains which plagued some parts of Egyptian governorates.

The President stressed the importance of adopting a full- dressed plan to mitigate the effects of flash rains including the establishment of new dams and spillways costing L.E. 549 million.

Protesters, police clash over Egypt flood aid

CAIRO, Jan 20 (Reuters) - Egyptian police fired teargas and rubber bullets on Wednesday at around 1,000 protesters in Sinai who accused the government of neglecting them after flash floods damaged their homes, witnesses said.

A security source said the demonstrators threw stones at police and blocked the road leading to the southern resort town of Sharm el-Sheikh from Ras Sedr, in South Sinai.
