Climate change, disaster, displacement and migration: initial evidence from Africa

Introduction

In its First Assessment Report in 1990, the Intergovernmental Panel on Climate Change (IPCC) stated that the gravest effects of climate change may be those on human mobility. Over the last year, some progress has been made within both the academic and the humanitarian policy community in seeking answers to some basic questions arising from this issue, such as how and where people are displaced, who and how many are displaced, and how (if at all) they are protected. In parallel, work has been done to highlight this issue in the climate change negotiations. (1)

Burundi: Heavy rains leave more than 1,000 homeless in Bubanza

BUJUMBURA, 23 October 2009 (IRIN) - Heavy rains have destroyed 214 homes, leaving about 1,070 people without shelter in Gihanga commune, western Bubanza province.

Crops were also destroyed. "The worst hit is Village 5 where 104 houses were destroyed and crops of cassava, beans and maize were completely damaged," Gordien Kanjori, administrator of Gihanga commune, told IRIN.

Zacharie Nzoyisaba from Village 5 told IRIN: "I am living in difficult conditions; my roof of iron sheets has collapsed. Our stores of food are like mud because of the harsh rains;

Burundi: Heavy rains displace returnees, IDPs

BUJUMBURA, 29 April 2009 (IRIN) - Weeks of torrential rains in and around Bujumbura have worsened living conditions for thousands of residents of an informal settlement on the outskirts of the capital, most of whom have been displaced for years.

The rains have swept away most of the mud houses at the water-logged Sabe site and most residents now spend nights in the cold at a nearby fuel station.

A few have attempted to reconstruct their homes but the flooded ground means they cannot dig deep enough to put up the structures.

BUJUMBURA, 15 avril 2009 (IRIN) - Des inondations causées par les pluies ont provoqué le déplacement de plus de 8 000 personnes, endommagé au moins 1 200 habitations, et détruit les cultures dans une commune située au nord de Bujumbura, capitale du Burundi, selon un responsable.

« Les pluies ont détruit de nombreuses maisons et un grand nombre de cultures ; d'autres sont encore inondées », a indiqué Moise Ndayisenga, administrateur de la commune de Buterere.

BUJUMBURA, 14 April 2009 (IRIN) - Rain-induced floods have displaced over 8,000 people in a commune north of Bujumbura, the Burundian capital, and damaged at least 1,200 houses as well as crops, an official has said.

"The rains have destroyed many houses and crops; others are still flooded," Moise Ndayisenga, the administrator of Buterere Commune, said.

More rain fell on 12 April in Buterere - a low-lying area - but the displacement and damage caused has not been fully assessed because some locations are still inaccessible, the official said.
