Uganda receives support from the European Commission in two main areas: transport/infrastructure and rural development. Under the 10th European Development Fund (EDF), Uganda will benefit from total EU funding of €439 million between 2008 and 2013; mainly in these sectors. The programming also foresees a general budget support programme (so-called MDG contract) as well as activities in non-focal areas, such as democratic governance and civil society. Uganda received EDF funding of €80.8 million in 2010.

The recent past has seen the media reporting about the severe food shortage in many parts of the eastern region. Saturday Monitor's Evelyn Lirri visited Teso sub-region and brings you the appalling situation as residents reportedly survive on mangoes and porridge.

In the midday sun, 70-year-old Peter Oduluse lies quietly on a ragged cloth, spread under a mango tree in the compound of his home. He moves his frail body from side to side as he labours to breathe. He can neither sit nor stand.

The contours of his rib cage are outlined through his emaciated body. He is not sick.

RIER, UNITY STATE, southern Sudan - Hardly 30 minutes after restaurant owner William Makwach described Rier as a peaceful, progressive trading centre, the village turned into something like a war zone.

Gangs of spear-throwing young men chased each other through the streets. Traders shuttered their shops and women and children scattered to safety.

"For how long shall we suffer?" asked a woman holding a toddler.

The woman was a recent returnee to Rier in the flashpoint border area between northern and southern Sudan.

KAMPALA, Jan 16, 2009 (AFP) - Uganda and the United Nations's food agency have launched an emergency plan to avert famine in the impoverished northeastern region of Karamoja, officials announced Friday.

"There is a very serious food shortage in Karamoja. If no action were taken you would see people dying in large numbers and that would be a famine," World Food Programme Country Director Stanlake Samkange told reporters.

The 64 million dollar plan will target 970,000 people, approximately 80 percent of the regions's population.

The Desert Locust situation remained calm during October. As the seasonal rains ended and vegetation dried out, locusts declined in the summer breeding areas of the Sahel in West Africa and Sudan, and along the Indo-Pakistan border. Small-scale breeding occurred in western Mauritania and in southern Yemen.

Katakwi - The UPDF Third Division in Teso has handed out fast maturing and high yielding cassava cuttings to fight in the Teso region. UPDF Third Division spokesman Henry Obbo on Saturday said the army has embarked on providing vulnerable communities with some agricultural inputs to avert the famine.

"Food security is equally our concern. A satisfied community is a secure community," he said.
