Rebuilding life after Niger flood

Mounds of rubble, two crumbling walls and not even a roof over her head are all that remain for Nouou Amarou following the floods of 2007.

Torrential rainfall and flooding in July and August of 2007 affected communities throughout six regions of Niger, a vast arid country where four-fifths of the terrain is dominated by the Sahara desert. Flooding displaced more than 50,000 people. The intense rain also destroyed homes and washed away fields and livestock. Survivors moved in with family members and neighbors. La Fédération internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge est extrêmement inquiète d'informations faisant état d'un risque de graves inondations en Afrique de l'Ouest et du Centre pour la deuxième année consécutive.

International Federation launches emergency appeal for floods preparedness in West and Central Africa

The International Federation of Red Cross and Red Crescent Societies is very concerned about data which suggests severe flooding may occur in West and Central Africa for the second year running. In order to mitigate the impact of abnormally high rain levels which are anticipated in the region by the weather prediction organizations working in partnership with the International Federation, immediate steps have been taken to avoid the extent and type of human misery and devastation which struck the region last year.

This preliminary Emergency Appeal seeks CHF 750,000 (USD 731,134 or EUR 462,475) in cash, kind, or services to support the National Societies of West and Central Africa to assist 47,500 beneficiaries.

CHF 483,047 has been allocated from the Federation's Disaster Relief Emergency Fund (DREF) to start the planned activities. Discussions are currently taking place to reallocate approximately CHF 550,000 remaining from the 2007 West Africa floods appeal to support this appeal. While these discussions are underway, partners are encouraged to provide timely support to this appeal.

Niger: Floods DREF Operation No. MDRNE002 Final Report

The International Federation's Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation's disaster response system and increases the ability of national societies to respond to disasters.

Afrique de l'Ouest : Atelier régional de concertation sur la préparation aux risques d'inondation de la saison des pluies 2008

Dakar, 18 avril 2008 : Le Bureau Régional des Nations Unies pour la Coordination des Affaires Humanitaires (OCHA) et le Gouvernement du Sénégal (Direction de la Protection Civile du Ministère de l'Intérieur), ont organisé du 17 au 18 avril 2008 à Dakar (Hôtel Novotel), un atelier régional de concertation sur la préparation aux risques d'inondation liés à la saison des pluies 2008 en Afrique de l'ouest.

En Afrique, la violence des catastrophes naturelles est aggravée par la faiblesse des moyens alloués aux systèmes d'alerte précoce, aux moyens de secours et la fragilité des populations.

Du 29 au 31 octobre 2007, s'est tenue à Dakar au Sénégal, la réunion de concertation technique sur les bilans céréalier et alimentaire expost 2006/2007 et prévisionnels 2007/2008 des pays membres du CILSS et des pays côtiers de l'Afrique de l'ouest non membres du CILSS.

1. EXECUTIVE SUMMARY

The West Africa region continues to experience the devastating consequences of two decades of complex emergencies and recurrent natural disasters. One of the poorest regions of the world, its problems are compounded by geographical and logistical challenges, such as large expanses of landlocked areas and extremely poor transportation networks. Poverty, the lack of basic social services, and weak governance have all resulted in extreme vulnerability to recurrent disasters, epidemics, violence, insecurity and population displacements.
