I. PROJECT DESCRIPTION

1. The Emergency Flood Damage Rehabilitation Project (the Project) was formulated in response to a request for emergency assistance made by the Government of Bangladesh to the Asian Development Bank (ADB) after severe flooding in the north of the country in late June to early July 2004 that affected 39 districts, including Dhaka and other central districts. The floods were the country's worst ever in geographic extent and economic damage caused. I. Introduction
1. The Board approved Loan 2156-BAN(SF): Emergency Flood Damage Rehabilitation Project (the Project) for Special Drawings Rights 117,195,000 ($180.00 million equivalent) from ADB's Special Funds resources on 20 January 2005 to finance emergency flood damage rehabilitation in Bangladesh. Loan 2156-BAN(SF) became effective on 2 May 2005; the loan closing date is 31 July 2007. The Project has five major components (i) rural infrastructure, (ii) roads, (iii) railways, (iv) water resources, and (v) municipal infrastructure. The Project is financed with $180 million

Severe consecutive droughts combined with 23 years of conflict have left 400,000 people displaced and the country struggling with high levels of poverty, poor nutrition and limited access to medical services and education.

Bangladesh to reconstruct flood-damaged road, rail links

DHAKA, May 11, 2005 (Xinhua via COMTEX) -- The government of Bangladesh has initiated a project to rehabilitate and reconstruct around 4,000 kilometers of roads and railway tracks and other infrastructure damaged in the devastating floods in July and August last year.
