a. Significant Events

Flooding

WFP and the Local Emergency Committee are coordinating actions to mitigate effects caused by the flooding in the province of Esmeraldas. Medical brigades have been established along the banks of the Cayapas and Onzole rivers in the north of Esmeraldas. The principal causes of morbidity are malaria, dengue, typhoid, intestinal and respiratory problems, especially in children.

WFP and the Ministry of Agriculture and Livestock are elaborating a proposal for agricultural recuperation / rehabilitation for immediate operability.

Commission grants Ecuador EUR 800,000 to help victims of coastal flooding

Brussels, 31 May 2002 - The European Commission has approved €800 000 of aid for Ecuador to help people in coastal areas affected by the flooding caused by heavy rainfall throughout February, March and April. The money will be used to pay for restoration of drinking water supplies to some 10 000 families and help a further 4 000 families regain a measure of self-sufficiency. The allocation is from the Commission's Humanitarian Aid office, ECHO, which comes under Commissioner Poul Nielson. Since 1999 ECHO has granted Ecuador upwards of €3 million in humanitarian aid.

Situation

1.Intense and frequent rains that continued through the whole period from February to April this year have in recent weeks reduced to a normal level for the season. Most of the people staying in temporary shelter have returned home.

2. The institutions forming the Crisis Committee and the Civil Defense system are now focusing on the following activities:

- Resettlement of the families living in the flood-affected areas

Significant Events:

Local authorities have expressed their concern over the lack of rain, which may cause a severe drought. The Cuban National Weather Center reports that a drought is affecting the eastern provinces. If the situation continues, crops will be severely hurt, affecting food security.

Situation

1. Heavy rains continue to trigger floods and landslides in Ecuador. During the weekend through 28 April 2002, downpours mainly affected the Pichincha and Guayas provinces.

2. Civil Defense reported the following information about the overall impact on persons and housing as of 29 April:

  • Injured: 6
  • Missing: 3
  • Homeless: 3,027
  • Affected: 51,080
  • Families evacuated: 5,255
  • Houses damaged: 9,541

The Colombian security situation continues to deteriorate. Presidential candidates had to call off their public interventions due to security reasons. The governor of Medellin, a former Minister of Defense, a priest and a Mayor were kidnapped on the week of 15 April by an armed group in Antioquia and Boyaca provinces, while bombs exploded in Huila.
