Highlights

FAO's first forecasts for cereal production in 2002 and utilization in 2002/03 indicate that output will remain below the expected level of utilization and stocks will have to be drawn down again in 2003 for the fourth consecutive year. However, supplies are expected to remain ample, particularly of wheat and coarse grains.

Despite a generally favourable global food outlook, some 34 countries around the world are experiencing food shortages. The emerging situation in southern Africa gives particular cause for concern (see box on page 6).

Operational Developments

In 2001, West Africa continued to undergo many socio-economic and political problems which spilled over into ethnic conflict based on mainly sectarian lines. Nigeria was a case in point, since the imposition of Sharia law there continued to create tension between Christians and Muslims. Street riots were reported in the city of Maiduguri and other places.

Drought in Upper Guinea

Following a mission to Upper Guinea on 14-21 March, the Service National d'Action Humanitaire (SENAH) informed the Sectoral Group on Food Security on 4 April of a drought in the Northern part of the prefecture of Siguiri affecting 117,000 persons according to information gathered by the local authorities. WFP has been asked to send an evaluation team from its sub-office in Kankan to assess the situation. This region of Guinea was affected by a flash flood last September.

Highlight

Global cereal output in 2001 is provisionally estimated at 1 880 million tonnes (including rice in milled terms), slightly up from the forecast in December and 1.2 percent up on the previous year. However, with global cereal utilization in 2001/02 still forecast to be well above this level at 1 935 million tonnes, the global cereal stocks will be drawn down significantly.

Global temperature in 2001: second warmest on record
The global average surface temperature in 2001 is expected to be the second warmest on record, 0.42=B0C above the 1961-1990 average. The warmest year in the 1860 to present record occurred in 1998, according to records maintained by Members of the World Meteorological Organization (WMO). Nine of the ten warmest years have occurred since 1990, including 1999 and 2000, when the cooling influence of the tropical Pacific La Niña contributed to a somewhat lower global average (0.29=B0C and 0.26=B0C

Highlights

Latest information indicates a slightly larger global cereal output in 2001, of 1 870 million tonnes (including rice in milled terms). However, even at this level, production would still be less than the anticipated utilization requirements in 2001/02, leading to a significant draw-down of cereal stocks.

While Afghanistan currently faces a grave food supply situation, food emergencies persist in many other countries (see box on page 6).

Guinea: Joint mission to assess IDP needs

ABIDJAN, 29 November (IRIN) - A team of UN, NGO and Guinean officials on Wednesday began evaluating lingering problems and food security needs, of various groups affected by armed conflict and floods in Guinea.
The evaluation mission includes FAO, OCHA, UNICEF and WFP, Guinea's government, and Premiere Urgence, a French NGO. Its aim is to pinpoint the location and needs of displaced persons, returnees and host communities, WFP's representative in Guinea, Gemmo Lodesani, told IRIN on Thursday. FAO/GIEWS - Foodcrops & Shortages 5/01 - Guinea

Rains were abundant countrywide in late August and remained adequate in September and October. Cumulative rainfall is generally above normal. Floods which occurred in August and September in Haute Guinée affected some 220 000 people and destroyed over 20 000 hectares of farm land. Harvest prospects are generally good, except in Nandiana prefecture following reduced precipitation in late September/early October.

Guinea humanitarian situation report No. 1


HIGHLIGHTS
The initial estimate of funds required to cover the unmet needs of flood victims in Upper Guinea totals some US$1.8 million (based on the joint GOG/UN Agencies/UNDAC assessment mission report of 29 October).

FAO has received US$500,000 through the CAP 2001 for its emergency agricultural inputs project in favor of IDPs and host populations.

OCHA Guinea sent the final CAP 2002 field draft to HQ in Geneva. The local launch of the West Africa CAP 2002 will take place in Guinea on 27 November.

Report on the Nutrition Situation of Refugees and Displaced Populations - Issue No. 35

HIGHLIGHTS
Eritrea and Ethiopia: The peace between the two countries remains and has continued to facilitate the rehabilitation of the war affected. However, in many areas people remain vulnerable from the effects of many years of drought. Rains were improved in some areas leading to improved crops but the Somali Re-gion of Ethiopia still suffers from poor rains and deteriorating conditions.

The outlook for 2001 cereal output has deteriorated since June due to persisting drought in some important producing countries. The latest forecasts put world production well below anticipated utilization in 2001/02, pointing to a substantial decline in stocks.

Food emergencies of varying intensity persist for 62 million people worldwide, according to FAO estimates in September, about the same number as at this time last year.
