Annual Mekong Flood Forum launched to coordinate flood measures

Agencies from all over the Lower Mekong region will get ready for the coming flood season at the first Annual Mekong Flood Forum next week, from 23 to 24 April at the Cambodiana Hotel in Phnom Penh.

The Flood Forum will bring together over 50 key disaster-preparedness and development agencies from the region. Among them will be government agencies, donors, UN agencies and non-government organizations (NGOs), as well as external flood experts.

The International Federation 's collective mission 'to improve the lives of vulnerable people by mobilising the power of humanity ' is an ambitious goal, but one rarely more needed than now. The tragic events over the latter months of 2001 have shown how much the world requires a global, neutral, unified and able humanitarian organisation such as the Red Cross and Red Crescent. Fear and uncertainty grip our world, as they have not done for many decades. Labels of nationality, ethnicity and religion appear to be becoming more important in the minds of many.

I. INTRODUCTION

1. The present report has been prepared pursuant to General Assembly Resolution 46/182 of 19 December 1991, which requested the Secretary-General to report annually to the Assembly and the Economic and Social Council on the coordination of emergency humanitarian assistance, and to Economic and Social Council Resolution 1995/56 of 28 July 1995, which requested the Secretary-General to submit a comprehensive report on humanitarian assistance, and to subsequent resolutions.

Highlights

World cereal stocks will be drawn down again in 2001/02. Although latest indications continue to point to a larger cereal crop in 2001, output would be insufficient to meet global utilization for the third year in succession, leading to a further reduction in cereal stocks by the conclusion of crop seasons ending in 2002.

Highlights

The first forecast for world cereal output in 2001 is 1 889 million tonnes, almost 2 percent above 2000. Output of wheat is forecast at 585 million tonnes, unchanged from last year's crop, while that of coarse grains is seen to rise by almost 4 percent to 905 million tonnes. Production of rice (milled basis) is tentatively forecast to remain unchanged at 399 million tonnes.

The Lao Red Cross (LRC) / Federation operation in support of 42,000 disaster victims has been well supported. As a result, in addition to the distribution of family kits to 7,000 vulnerable families in November 2000, each beneficiary family received 100 kg. of rice (double the ration initially planned) in January 2001. Repairs and maintenance were carried out on National Society vehicles and it is planned to purchase disaster preparedness stocks for three regional warehouses

Following the worst-flooding in 30 years, affecting eight million people, the Red Cross in Vietnam, Cambodia and Laos is fully engaged in rehabilitation activities on behalf of thousands of families who lost everything when the Mekong River burst its banks in spectacular fashion over a four month period from mid-July last year.
