1. NATURAL DISASTERS

Vice President Megawati Soekarnoputri told local administrations during a meeting of the National Coordinating Board for Natural Disasters and Refugees held Tuesday 6 March in Jakarta to be more responsive to natural disasters and not just wait for the central government to provide humanitarian aid. Since January last year, Indonesia has been struck by 33 floods, 25 landslides, 14 earthquakes, 12 fires and 6 storms, which have claimed a total of 692 lives and caused financial losses estimated at Rp1.5 trillion (US$158m).

Catholic Relief Services is currently assessing activities in West Timor, Indonesia after international aid workers were killed on September 6th. "Our commitment to the people of East and West Timor remains firm," Kenneth F. Hackett, Executive Director of Catholic Relief Services, declared.

JAKARTA (July 19) XINHUA - As many as 547 East Timorese refugees have died due to several reasons in their camps in Indonesia's East Nusa Tenggara Province from September 1999 until May 2000, a report reaching here said Wednesday.

Earthquakes Off the Coast of Sumatra:

Catholic Relief Services staff in Bengkulu and will continue to help provide food, building materials and medicine to affected families.

The June 4th earthquake and several strong aftershocks rocked Sumatra Island. The earthquake's epicenter was beneath the Indian Ocean, approximately 70 miles west of Bengkulu, a province that is home to 1.2 million people. The agency is working with Caritas Indonesia and local partners to coordinate relief assistance as needed.

The numbers of refugee returns from West Timor slowed again this week as the stand-off over security in the Kupang camps continued. The NTT governor has now agreed to set up a special police task force to provide security for international agencies working in the camps. Despite security concerns, IOM plans to support the registration of East Timorese refugees in West Timor camps scheduled for July 12-14. The process will be co-ordinated by UNHCR. This issue is produced by the Office of Communication and Public Information (OCPI) in cooperation with the Donor Coordination Unit. It contains information through the second week of June 2000.
INTRODUCTION

Severe flooding caused problems in East Timor, particularly in Suai, Viqueque and Lospalos. The situation was, however, much worse in West Timor, where tens of thousands of people had been displaced and 127 confirmed dead, mostly women and children. The majority of the casualties were East Timorese living in low-lying refugee camps.

Security Council briefed by Sergio Vieira de Mello, Special Representative for East Timor

The Secretary-General's Special Representative for East Timor, Sergio Vieira de Mello, told the Security Council today that he expected elections for a constituent assembly to be held in the second half of next year.

Briefing the Council on the situation in the territory, Mr. Vieira de Mello said it was most likely that, prior to the elections, the National Council for East Timorese Resistance would recommend the establishment of a broad constitutional commission to draft a constitution.

INDONESIAN INVESTIGATORS TO VISIT EAST TIMOR

A team from the Indonesian Attorney General's Office is arriving in Dili early July. The purpose of the visit is to question witnesses and collect material evidence, if any. This was agreed after the first working level meeting between UNTAET's legal and political representatives and its Indonesian counterparts in Jakarta last week.

The Indonesian team would not number more than 15 persons and will stay in Dili for approximately 10 days.

West Timor Health Situation Report: 12 Jun 2000

Surveillance
The Provincial Department of Health's Refugee Health Task Force, in cooperation with a visiting WHO epidemiological consultant, have released cumulative refugee morbidity and mortality data through week 21of 2000.

Epidemiological data reported from 40 sentinel refugee sites encompass approximately 90,000 refugees. Average reporting compliance of sentinel sites during the period was 70%.

Rains bring death, destruction to Timor island

Officer Khalil Mahat of the United Nations Civilian Police (CivPol) was driving to Viqueque from Dili on the night of 11 May when suddenly he discovered that the bridge he was about to cross was no longer there.

"The Four Kilometers bridge, it's simply disappeared!" he yelled into his radio to the CivPol base in Viqueque, referring to the main over-pass leading into town. "I can't see it!"

HEALTH GRANT SIGNED

The World Bank administered Trust Fund for East Timor and UNTAET today signed a US$12,7 million grant for the health sector.

This grant, a first phase in rehabilitating the health sector in East Timor, will be used to develop health services in the territory and to restore access to these services to the entire population as soon as possible. Part of the grant will be used for the development of a policy for an appropriate national health system.
