Abstract

Acajutla, Sonsonate, El Salvador (OPS) - Autoridades de la Organización Panamericana de la Salud (OPS), acompañados de funcionarios del Ministerio de Salud, MINSAL, y otras instituciones de gobierno visitaron Villa Centenario OPS, ubicado en el Cantón Suncita, Acajutla.

La visita encabezada por la Directora OPS/OMS, Dra. Mirta Roses; y el Representante de OPS/OMS en El Salvador, Dr. José Ruales, se enmarca en décimo aniversario de los terremotos, donde Villa Centenario OPS fue una respuesta integral a los problemas de viviendas saludables para el ámbito rural.

1. Background

The following case study of state responses to disasters in El Salvador was undertaken in the context of a broader project on 'The Role of Affected States in Humanitarian Action', overseen by the Overseas Development Institute. It sets out to examine the degree to which the Salvadoran state, in the aftermath of decades of conflict, assumed responsibilities for meeting humanitarian needs during three natural disasters that affected the country between 2001 and 2005, and how the state's response has evolved since 2005. Countries emerging from conflict continued to need international capacity-building assistance, delegates stressed during today's meeting of the Second Committee (Economic and Financial), even as a report of the Secretary-General said that some of them should no longer be considered for humanitarian assistance.

On Friday, May 9, 2003 the Director of the Cooperative Housing Foundation (CHF), Peter Loach and Rafael Narvaez, Executive Director of World Vision El Salvador, signed an agreement of administration to provide housing support to 500 families affected by the earthquakes of 2001.
The houses will be built in three municipalities of the Department of Usulutan: Santa Maria, Santa Elena and Ereguayquin, and in the municipality of San Rafael Oriente in the Department of San Miguel. These sectors were seriously damaged during the earthquake of the 13th of January, 2001.

As part of the Program of Prevention, Emergency and Rehabilitation (PER), the Risk Management Network in which World Vision actively participates, held a vital meeting to revise the proposed Law of Prevention and Mitigation of Risks and Disasters in El Salvador.
Lidia Castillo, director of the Center of Protection for Disasters (CEPRODE) said, "We trust that with this law there can be management with a vision of risk, and that at the same time generate development projects in the communities, based on the mitigation of the risks."
