1. The National Weather Centre in Miami reports that on Sunday, 1 October 2000, Hurricane "Keith" strengthened even further, menacing the coasts of Yucatan Peninsula and Belize. Weakened Tropical Storm Joyce likely to affect the Southern Windward Islands

Tropical Storm Joyce has maintained a track just slightly south of West over night and continues along a path which is likely to take it to the south of Barbados over the next 24 - 36 hours. At 11am EST, Tropical Storm Joyce was located at 10.4N and 56.1W or approximately 300 miles ESE of Barbados. Joyce has continued to weaken under the influence of hostile low-level easterly winds. Latest indications continue to point to increased cereal output in 2000, although the growth will be lower than expected earlier. This reaffirms earlier forecasts that total cereal production will not be sufficient to meet expected utilization requirements in 2000/01, causing global cereal reserves to be drawn down.

Tropical Storm Joyce Advisory No. 1

Tropical Storm Joyce, the 10th named storm system of the 2000 Atlantic Hurricane Season continues to track towards the general area of the Eastern Caribbean. As of 5:00pm EST today, September 29, 2000, Joyce was located some 605 miles to the east of the Islands.

Given the uncertainty in the forecast track of Joyce over the next several days, all are being urged to continue to monitor the approach of this system and use the opportunity to review their hurricane preparedness and contingency arrangements at this time.

The Inter-American Development Bank today announced the approval of a $21 million loan to the Bahamas for the reconstruction and rehabilitation of infrastructure in the Family Islands that was damaged by Hurricane Floyd.

Timor - Update

The IOM-operated ship the Patricia Anne Hotung sailed from Kupang today with 193 refugees on board. Initial fears that fighting between local people on the road to the port would disrupt loading were unfounded. The ship should arrive in Dili tomorrow morning.

Most international organizations operating in Kupang are expected to take the day off on Monday, September 4th, the anniversary of East Timorese independence, following threats of militia demonstrations.

Rationale

In October 1998, Honduras was devastated by Hurricane Mitch. It has been estimated that 60% of the national infrastructure and over 50% of agriculture was severely affected or completely destroyed and large parts of most urban centers were buried under mud, posing a serious health hazard. Faced with this major disaster, the President of Honduras launched an international appeal for urgent assistance to his country.
