Bilan de l'aide humanitaire française suite au passage du cyclone Indlala dans le Nord-est de Madagascar (avril 2007)

Suite au passage du cyclone Indlala dans le Nord-est de Madagascar, qui a entraîné la mort d'au moins 80 personnes et privé d'abri plus de 120 000 personnes, le bilan de l'aide humanitaire française s'établit comme suit :

1. Le porte-hélicoptères « Jeanne d'Arc » a acheminé à Antalaha 40 tonnes de matériels humanitaires fournis par le ministère français des Affaires étrangères (DAH) et la Croix rouge française (Plate-forme d'intervention régionale pour l'Océan indien, PIROI, basée à la Réunion).

FAST Update Madagascar: Trends in conflict and cooperation Jan - Mar 2007

Political

Neither government nor non-government actions have undermined Madagascar's relative political quietude. While there was a parallel drop in cooperation compared to conflict in December 2006, this was directly tied to the presidential elections on 3 December 2006 (see graph). By January 2007 there was a return to normalcy. International events similarly rebounded as countries congratulated President Marc Ravalomanana on winning. President Ravalomanana used his new mandate to continue broadening Madagascar's ties, and donors saw the way clear to make new commitments.

Madagascar seeks $242 mln after cyclone kills 80

ANTANANARIVO, March 30 (Reuters) - Madagascar on Friday appealed for $242 million to help thousands uprooted from their homes after a cyclone hit the Indian Ocean island, killing 80 people and destroying paddy-fields and roads.

According to the government's disaster management agency, the Indlala cyclone that struck north Madagascar on March 15 has affected 105,000 people, leaving many of them homeless. It said 80 people had been confirmed dead, up from 69 a week ago.

"We are short of rice, animals are dying and roads are completely cut off," President Marc Ravalomanana

Mozambique: Race to help resettle flood victims

With the imminent start of the planting season, the race is on to provide emergency assistance to more than 100,000 vulnerable flood victims in Mozambique currently in largely inaccessible sites.

Persistent heavy rainfall in central and northern Mozambique in January and February this year caused large-scale flooding and destruction in the Zambezi river basin which runs through four of the country's 10 provinces.

About 285,000 people were directly affected by the floods, with 163,000 of them displaced from their homes and land.

Explosion of Weapons Depot in Maputo

The INGC reports that a total of 102 people have died as a result of the explosions in the weapons depot in the outskirts of the city of Maputo which took place on 22 March. 515 are reported wounded. 936 families are to be provided with food and basic household supplies. Support is being facilitated through the Mozambican Red Cross, NGOs and other community organizations.

Mozambique Zambezi River floods and cyclone Favio crisis - Health Cluster Bulletin 4


The Mozambique emergency Health Cluster Bulletin aims to give an overview of the health activities conducted by Health Cluster partners in the areas affected by the floods and cyclone Favio. It compiles health information received from the different organizations and partners active in the area.

The Health Cluster Bulletin is issued every Friday.

Madagascar: More aid needed to help children and women affected by Cyclone Indlala

ANTSOHIHY, Madagascar, 30 March 2007 - "It was incredible. In just a few minutes the heavy floods washed out our house," Véronique Miadana said with tears in her eyes. Living with her five children in the suburbs of Antsohihy, north of Sofia in northern Madagascar, Ms. Miadana and her family were among the first victims of Cyclone Indlala, which struck northern Madagascar on 15 March.

"Seeing the danger, my children and I fled, taking only necessary belongings with us," continued Ms. Miadana. "In a few minutes everything collapsed, and with it my dreams."

New Orleans unveils Katrina recovery plan

NEW ORLEANS, March 29 (Reuters) - New Orleans officials unveiled a $1.06 billion plan on Thursday to rebuild their city, saying they could no longer wait for federal aid 19 months after Hurricane Katrina.

The plan targets 17 "recovery zones" for commercial development, including hard hit areas such as the Lower Ninth Ward and New Orleans East.

They said the money would come from state funds and from the sale of bonds, and be spent on infrastructure repair and other projects with the hope of attracting private investment to spur new business.

Mission du SPF à Madagascar

Julien Lauprêtre, Président du SPF, se rendra à Madagascar les 29 et 30 mars, afin d'établir un bilan des différentes actions d'entraide menées localement avec son partenaire, le Comité de Solidarité de Madagascar.

Lors de cette mission, le SPF remettra également un fonds d'urgence pour les victimes des catastrophes naturelles (inondations et cyclones) qui ont à nouveau touché l'île.

La visite débutera le jeudi 29 mars à 11h par un dépôt de gerbes au Mausolée National d'Ambohitsaina pour commémorer le soixantième anniversaire des massacres de mars 1947 à Madagascar. A

U.S. provides disaster assistance to Madagascar

WASHINGTON, D.C. -- Responding to the Government of Madagascar's request for international assistance, U.S. Chargé d'Affaires Henderson M. Patrick declared a disaster due to widespread flooding from Cyclone Indlala. As a result, the U.S. Government, through the U.S. Agency for International Development (USAID), has provided $100,000 in assistance to Madagascar for this disaster and other recent tropical storms and cyclones. USAID is giving $50,000 to NGO partner CARE for emergency relief supplies and another $50,000 to the UN World Food Programme to transport food to remote communities.

Africa: Hazards impacts assessment for 29 Mar - 4 Apr 2007

Drought conditions have resulted in crop failure across western parts of RSA's Maize Triangle, Lesotho and southern Zimbabwe, with crop stress in the eastern part of the Maize Triangle as well as central Zimbabwe and Swaziland. Drought conditions have developed in eastern Botswana and southern Mozambique as well.

Favorable growing conditions in northern Mozambique, Malawi, Tanzania, Zambia, Angola and Namibia have resulted from abundant rains. In Ethiopia, the Belg rains are off to a reasonable start.
