Southern Africa: Rising child deaths illustrate region's health crisis

JOHANNESBURG, 29 December (IRIN) - When Dr Keith Bolton treated children in the 1990s, the death of a patient was still relatively infrequent. As head of child health at South Africa's Coronation Hospital in Johannesburg, Bolton saw an average of one child die each week.

Now, Bolton and his colleagues see one child die every day.

"In the past, death was an uncommon event in children, especially after the newborn period," said Bolton. "Now we've seen a complete reversal of the gains we made in the 1960s, '70s and '80s."

Southern Africa: Region must prepare for recurring drought, report

MBABANE, 28 Dec 2004 (IRIN) - Southern Africa should prepare itself for recurring drought, likely to strike at least twice every decade, says a new report.

The report, 'Anticipating and Responding to Drought and Emergencies in Southern Africa', was prepared for the New Partnership for Africa's Development (NEPAD) and noted that the region could experience a recurrence of the devastating drought of 2002/03, which resulted in a food deficit of 3.3 million mt.

Zimbabwe: Concern over conditions in prisons

HARARE, 27 December (IRIN) - A senior prison official has warned of widespread malnutrition and disease in Zimbabwe's jails, due to a shortfall in funds for food and medicines.

Zimbabwe Prison Service (ZBS) chief accountant Rosemary Kanonge told parliament's portfolio committee on justice and legal affairs earlier this month that, apart from the shortfall in funds, overcrowding in Zimbabwe's jails would also worsen the situation.

Zimbabwe: Parliamentary committee concerned over lack of key farm inputs

JOHANNESBURG, 27 December (IRIN) - Zimbabwe may face another season of reduced agricultural output unless the government moves to improve the supply of seed and farming equipment, a parliamentary portfolio committee on agriculture and water resources heard last week.

Edward Mkhosi, an agricultural land use planner and member of the committee, told IRIN that reports received from seed and fertiliser suppliers noted a serious shortage of the key inputs.

Southern African Humanitarian Crisis update 23 Dec 2004


RIACSO provides support to national efforts in addressing the southern African triple threat of food insecurity, weakened capacity for governance and HIV/AIDS and ensures cohesion and complementarity of the effort at a regional level. In addition, RIACSO supports the UN Secretary General’s Special Envoy for Humanitarian Needs in Southern Africa, Mr. James Morris, in his mandate to raise awareness of the situation, its underlying causes and to provide recommendations on how to strengthen the response and mobilise donor support.

The European Union took note of the adoption of the NGO Bill on 9 December 2004 by the Zimbabwean Parliament.

The European Union expresses its concern on the adoption of the NGO Bill which will, once enacted, have severe consequences for the operations, even the existence of many local and foreign NGOs active in Zimbabwe.

By curtailing the work of local and international NGOs, the NGO Bill will further reduce the democratic space in Zimbabwe. The EU is also of the view that this Bill is not in line with the principles,

Zimbabwe: Child rights affected by weak law implementation

HARARE, 22 Dec 2004 (IRIN) - Zimbabwe has over 20 laws relating to children's rights, but implementation is weak and many of the laws breached the UN Convention on the Rights of the Child (CRC), according to a UN Children's Fund (UNICEF) report.

The document, 'Children and Women's Rights in Zimbabwe, Theory and Practice', attributed the gap between theory and practice to administrative constraints, socioeconomic challenges and a lack of human and financial resources.

Zimbabwe: Plight of urban poor worsens, rural food stocks dwindle

JOHANNESBURG, 21 December (IRIN) - Unemployment and a steadily rising cost of living have worsened the vulnerability of the urban poor in Zimbabwe.

While government and labour unions do not agree on the level of unemployment in Zimbabwe, statistics compiled by the country's consumer council point to an ongoing increase in the cost of living.

Economic analysts and the Zimbabwe Congress of Trade Unions (ZCTU) have dismissed government claims that the country's unemployment rate now stands at nine percent.
