Yemen Humanitarian Snapshot (as of 30 April 2013)

Over 182,000 IDPs have returned so far, of which about 146,000 are in 11 districts of Abyan Governorate. About 322,444 IDPs continue to be displaced in the north (Sana’a included) and only 36,845 returnees to Sa’ada Governorate. Ethiopian migrants with the hope of crossing over to the Kingdom of Saudi Arabia continue to migrate into Yemen.

Situation Report No. 15: Humanitarian assistance to extremely vulnerable migrants in Haradh, Sana’a, Amran, and Aden

Recent changes in Saudi foreign workers legislation and their resumption of fencing the 1,800 km border with Yemen have exacerbated the situation of an already overflowing population of destitute migrants stranded in Haradh, at the border with the Kingdom of Saudi Arabia.

Concurrently, the Yemeni military authorities have resumed raids on smugglers’ camps in Haradh and elsewhere; as of 8 April, hundreds of abused and hungry migrants have been released from the hands of smugglers and are now in urgent need of shelter, food, water and health care.

The long-awaited National Dialogue Conference was successfully launched in Sana’a on 18 March. Meanwhile, political tensions, economic insecurity, social unrest and conflict continued to seriously affect all sectors of the population, leaving the poverty-stricken extremely vulnerable. . In order to be able to assist those in need, it is essential that the neutral, impartial and independent nature of aid agencies' humanitarian work, including that of the ICRC, be respected at all times.

Volatility in the Horn of Africa continues to add to Yemen’s complex humanitarian crisis, with 236,000 registered refugees currently in Yemen. Many refugees arrive with the expectation of passing through Yemen to the neighbouring oil-rich states. While the most vulnerable are accommodated in the isolated Kharaz refugee camp, many choose to settle in Yemen’s urban centres

  • On January 22, the U.N. formally launched the Yemen Humanitarian Response Plan (YHRP) for 2013. The YHRP appeals for approximately $716 million to finance 190 projects through 89 implementing organizations—a funding increase of 22 percent from the 2012 appeal, which requested $585 million. Approximately 50 percent of the 2013 YHRP requests comprise activities that address food insecurity, the U.N. reports.

· On December 14, the U.N. released the 2013 Yemen Humanitarian Response Plan (YHRP), requesting $716 million for humanitarian interventions in Yemen. The 2013 YHRP reflects growing humanitarian needs, enhanced capacity of the humanitarian community, improved access in certain areas, and increased focus on Yemen’s transition toward early recovery and development.
