Report of the Secretary-General on the Peacebuilding Fund

Summary

The present report, which covers the activities of the Peacebuilding Fund for the period from January to December 2012, is submitted pursuant to General Assembly resolution 63/282, which requested the Secretary-General to submit an annual report on the operation and activities of the Fund.

Summary

Events of the past year have confirmed my view that developing civilian capacity is crucial for the global journey away from conflict. Without nationally owned transformation of the institutions that provide citizens with political representation, security, justice and economic opportunities, there can be no sustained recovery from conflict.

Summary

The present report, submitted pursuant to Human Rights Council resolutions 18/19 and 19/29, provides an updated assessment of the overall situation of human rights in Yemen, made between January and June 2012.

I. Introduction

1. The present report, submitted pursuant to the request contained in the statement by the President of the Security Council dated 22 November 2010 (S/PRST/2010/25), is my ninth report on the protection of civilians in armed conflict.

The Security Council today demanded the cessation of all actions aimed at undermining Yemen’s Government of National Unity and political transition — such as attacks on oil, gas and electricity infrastructure, interference with the restructuring of the armed and security forces, and obstruction of implementation of presidential decrees — and expressed its readiness to consider further measures, including under the Charter’s Article 41, if such actions continued.

Summary

The Working Group expresses its strong objection to the decision of the United Nations Secretariat not to grant a waiver to the 10,700 word limit to the present report, as has been the case for almost every year since such a limit was imposed by the General Assembly in 1993.

Summary

The Special Rapporteur on the situation of human rights defenders, Margaret Sekaggya, presents her fourth report to the Human Rights Council, submitted pursuant to Human Rights Council resolutions 7/8 and 16/5.

In chapter II of the report, the Special Rapporteur provides an account of her activities during the reporting year. She draws the attention of Member States to the 234 communications sent under the mandate during the past year. More detailed information on the communications is contained in addendum 2 (A/HRC/19/55/Add.2) to the present report.
