YEMEN: Government moves to speed up IDP returns

SANAA, 1 July 2010 (IRIN) - The Yemeni government has announced a new "reconciliation deal" with Houthi-led Shia rebels in the northern governorate of Saada in a bid to bolster the February 2010 ceasefire and encourage the return of hundreds of thousands of internally displaced persons (IDPs).

"The deal stipulates that Houthis must stop digging trenches and ensure security along roads and in mosques and schools to encourage the return of IDPs," Rashad al-Alimi, the minister of local administration, said on 28 June.

OCHA ROMENACA QUARTERLY REGIONAL HUMANITARIAN FUNDING UPDATE - 2nd Quarter April-June 2010

Main Findings:

Combined, the eight humanitarian appeals across the MENACA region were 42 percent funded at the end of the second quarter 2010 following the Mid-Year Review. There are major differences in funding levels, ranging from 17 to 60 percent.

Countries in the MENACA region have donated US$140 million to humanitarian action worldwide in 2010. The largest recipients are Haiti, Pakistan and Yemen. The largest donors are Saudi Arabia, United Arab Emirates and Algeria.

The Kyrgyzstan Flash Appeal was launched in June following civil unrest. It was revised upwards by 31 percent in

CERF QUARTERLY UPDATE 2nd Quarter 2010

Summary

- Halfway through 2010, CERF has allocated $245.5 million to UN country teams in 34 countries. Allocations are at the same pace as 2008, the busiest year in the Fund's history.

- Although the food sector historically receives the largest percentage of CERF funding, health projects have received the greatest share in the first half of 2010. CERF has allocated 17.7 percent of all funds for health programs. In Kyrgyzstan,Tajikistan and Uzbekistan, CERF funding is being used to fight a polio outbreak; polio had been declared

Yemen: RCA dispatches relief aid to those affected by flood in Sana'a

Sana'a - The Red Crescent Authority (RCA) in Sana'a in cooperation with the Yemeni Red Crescent distributed humanitarian aids to 370 families who were affected by the heavy rains and floods that swept various districts in Sana'a. YEMEN: Northern rebels accuse president of reneging on promise

SANAA, 24 June 2010 (IRIN) - Abdulmalik al-Houthi, leader of the Shia rebels in the northern governorate of Saada, has accused the government of reneging on amnesty promises made by President Ali Abdullah Saleh on 22 May.

Saleh had announced an amnesty for all imprisoned southern separatists and Houthi rebels in the north during a speech to commemorate unification in 1990.

"Instead of releasing our fellow citizens in line with President Saleh's amnesty, security authorities in the government are launching new arrest campaigns against our men,"

U.S. Humanitarian Assistance and the Situation in Yemen

President Obama has decided to increase U.S. humanitarian assistance to Yemen by $29.6 million, to $42.5 million this fiscal year. This assistance will provide food, water and sanitation, shelter, and health care to over 280,000 individuals displaced by the conflict in northern Yemen, as well as refugees in southern Yemen.

The United States urges other donors to support international agencies working to meet these urgent humanitarian needs, as the United Nation's Humanitarian Response Plan remains woefully underfunded. We also call on all parties to ensure the safety and rights

YEMEN: Child care scheme helps refugee women become breadwinners

ADEN, 24 June 2010 (IRIN) - Mohammed Abdullah's voice reverberates around the small rooms of a child care centre. He sings a well known Somali children's song about a rabbit that was told to stay at home whilst his parents went to work. But the rabbit did not heed their advice and left home - only to be eaten by a monkey.

The child care centre, in the home of Saida Ahmed Omar, hosts between 30-40 children of working mothers, and is one of 15 in Basateen, a slum area of Aden, home to about 40,000 Somalis and Yemenis with Somali ties.

YEMEN: Letter writers tap vein of despair in refugee camp

ADEN, 21 June 2010 (IRIN) - "I arrived in Yemen in 2008 from Mogadishu," the letter starts. Hawo Yousuf, 28, now in a refugee camp, spent her last money on having a letter written to inform the UN Refugee Agency (UNHCR) of her plight.

It explains that militiamen came to her house in September 2007. "They hit [my husband] badly and wanted to rape me in front of him. He tried to protect me, but unfortunately they killed [him] with a big knife. I was seven months pregnant."

Saudi spends $1.6 bln to house displaced near Yemen

RIYADH, June 20 (Reuters) - Saudi Arabia has allocated 6 billion riyals ($1.6 billion) to build 6,000 houses for citizens who were displaced from areas bordering Yemen after a two-month conflict with Yemeni Shi'ite rebels.

The official SPA news agency said the money would also fund the construction of basic educational and health infrastructure at five sites in the southern Jazan province.

Citizens who have been living in areas bordering Yemen would be housed in these new developments, SPA added.

General Situation

Somalia is the country generating the highest number of refugees in the world, after Afghanistan and Iraq. As of the end of May 2010 there were 594,694 Somali refugees, mainly hosted in Kenya, Yemen, Ethiopia, Eritrea, Djibouti, Tanzania and Uganda and 1.4 million Somalis internally displaced within the country, settled mainly in the South- Central region.

In 2010, almost 45,000 Somalis sought refuge in neighboring countries and over 200,000 were internally displaced, mainly in South Central Somalia, in particular from the capital, Mogadishu.
