Caribbean Hurricane Season OCHA Situation Report No. 24

This situation report is based on information received from, the UN Emergency Technical Team (UNETT) in the affected countries, the Regional Office in Panama and the National Hurricane Centre.

HIGHLIGHTS

- The Emergency Relief Coordinator John Holmes visited Haiti on 23 and 24 October. He called for continued efforts from the humanitarian community and appealed for donors to sustain their generosity.

- The situation in Gonaives and other affected areas in Haiti remain difficult in particular with regards to shelter and food security.

Federal aid programs for U.S. Virgin Islands disaster recovery

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Bush's major disaster declaration issued for the territory of the U. S. Virgin Islands.

Assistance for the State and Affected Local Governments Can Include as Required:

Reimbursement of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit

President declares major disaster for U.S. Virgin Islands

WASHINGTON, D.C. -- The head of the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) today announced that federal disaster aid has been made available for the territory of the U. S. Virgin Islands and ordered federal aid to supplement territory recovery efforts in the area struck by Hurricane Omar during the period of October 14-16, 2008.

Track and windspeed of Intense hurricane Omar (as of 16 Oct 2008)

Intense hurricane Omar struck the Virgin Islands as a hurricane at about 01:00 GMT on 16 October. Data supplied by the US National Hurricane Center suggest that the point of landfall was near 16.9 N, 65.0 W. Omar brought 1-minute maximum sustained winds to the region of around 148 km/h (92 mph). Wind gusts in the area may have been considerably higher.

According to the Saffir-Simpson damage scale the potential property damage and flooding from a storm of Omar's strength (category 1) at landfall includes:

- Storm surge generally 1.2-1.5 metres (4-5 feet) above normal.

Omar strengthens into major hurricane

SAN JUAN, Oct 16 (Reuters) - Hurricane Omar swirled away from the small Leeward islands in the northeastern Caribbean on Thursday after strengthening into a major Category 3 storm and threatening to bring torrential rains that could trigger floods and mudslides.

The 15th tropical cyclone of a busy Atlantic hurricane season, Omar formed north of the Dutch island of Curacao on Tuesday, briefly disrupting oil operations in Venezuela and shut down processing units at a refinery in the U.S. Virgin Islands.

Hurricane Omar weakens after surging into Atlantic

SAN JUAN, Oct 16 (Reuters) - Hurricane Omar weakened in the Atlantic on Thursday after threading its way through the small islands of the northeastern Caribbean as a powerful storm that caused far less damage than its punch had threatened.

The 15th tropical cyclone of a busy Atlantic hurricane season sank boats in harbors and knocked down trees and utility poles on Caribbean islands, according to reports from officials and residents throughout the vulnerable area.

National guard responds to Hurricane Omar

ARLINGTON, Va., Oct. 16, 2008 - More than 90 National Guard members in the U.S. Virgin Islands and Puerto Rico are on duty today after Hurricane Omar passed through their area as a major Category 3 storm that caused little damage.

"Take this very seriously," Gov. John deJongh of the U.S. Virgin Islands said yesterday after he activated his National Guard, closed all public schools and imposed a 6 p.m. curfew for all islands.

Hurricane Omar strengthens to Category 3 storm

Red Cross helping residents of Puerto Rico, U.S. Virgin Islands

The American Red Cross of the Virgin Islands and the Puerto Rico Chapter are responding as Hurricane Omar moves through the Caribbean toward the central Atlantic Ocean. Overnight the storm strengthened to a Category 3 hurricane with winds up to 125 mph.

More than 130 residents of the U.S. Virgin Islands took refuge in Red Cross shelters overnight. The Puerto Rico Chapter is responding to assist residents there. Omar could bring 20 inches of rain to Puerto Rico and produce flash floods and mudslides. Residents are
