AFGHANISTAN-TAJIKISTAN: Russian border forces intercept drug smugglers
Russian border guards on Wednesday intercepted a boat carrying 15 armed drug smugglers attempting to cross from Afghanistan into Tajikistan, Interfax news agency reported. The incident happened as the Afghan group were met on the bank of the river Pyandj, on the Tajik-Afghan border, by a supporting team from Tajikistan. An exchange of gunfire broke up an attempted handover and both groups fled, the report said. Two bodies in camouflage, 30 packets of heroin and two Kalashnikov automatic rifles

1. A joint FAO's TCOR/WFP mission visited the drought-affected regions of Karakalpakstan and Khozerm in October 2000. The mission analysed the natural and man-made causes of the drought, and made a series of recommendations to mitigate the worst effects of this and future droughts.

UN Conference calls for additional efforts to address desertification and drought worldwide

Bonn, 5 December 2000 - "We are ready to see if progress has been achieved in combating desertification worldwide", said today Mr. Hama Arba Diallo, Executive Secretary of the United Nations Convention to Combat Desertification (UNCCD), few days before the opening of the fourth session of the Conference of the Parties to the UNCCD (COP-4), from 11-22 December in Bonn, Germany.

Tajikistan: Residents face harsh winter, despite energy plans

Islamabad, 28 November (IRIN) - Despite international efforts to rehabilitate the ailing Tajik energy sector, current shortages of gas, coal and electricity are forcing people to take desperate measures to stay warm this winter, according to humanitarian sources.
Jan Harfst, Head of the UN Rehabilitation and Reconstruction Development Project (RRDP), told IRIN on Friday that energy shortages were not a new phenomenon. With the collapse of the Soviet Union, gas and coal imports to the republic dwindled, and the electricity grid had been neglected for the last 10 years, he said.

A country ravaged by years of war - not to mention drought, poverty and hunger - Afghanistan is effectively ruled by the Taliban Islamic Movement of Afghanistan. That the Taliban controls up to 95 percent of Afghan territory is disputed by few, yet the legitimacy of the Taliban administration in Kabul is recognised by just three states: Pakistan, Saudi Arabia and the United Arab Emirates.

TAJIKISTAN: Red Cross warns of starvation danger
The Red Cross warned on Monday of impending death by malnutrition and cold if humanitarian appeals for additional aid went unheeded. Tajikistan was in an "extremely serious" situation, Denis McClean of the International Federation of the Red Cross and Red Crescent Societies headquarters in Geneva told IRIN. AFGHANISTAN: Annan urges Pakistan and Iran to cooperate for peace
UN Secretary General Kofi Annan on Sunday called upon Iran and Pakistan to work more closely to bring about a lasting peace in Afghanistan.

AFGHANISTAN: Grave food crisis, says FAO
The FAO warned on Wednesday that an estimated 400,000 Afghan farmers would be missing the winter planting this month. In a special news alert in what it called a "very serious food crisis" in Afghanistan, the FAO appealed for urgent assistance to provide seeds and feed for livestock with the onset of winter. Of the nearly 300,000 mt of annual wheat seed required, there was a deficit of about 60,000 mt which meant an estimated 400,000 farmers would be missing the winter planting, the FAO reported. FAO/GIEWS - Foodcrops & Shortages 5/00 - Uzbekistan

An FAO/WFP mission which visited the country in October found that lower harvests of both wheat and cotton are to be expected as a result of a shortage of irrigation water following a mild winter and poor management of water resources. The drought has had catastrophic impacts on agriculture in the down river regions of the Amu Darya, the Autonomous Region of Karakalpakstan (KK) and Khorizem, but particularly the former.

TURKMENISTAN: IOM announces Tajik repatriation
The International Organisation for Migration (IOM), in coordination with UNHCR, on Monday repatriated 71 Tajik refugees from Turkmenistan, bringing the total number of organised returnees to 4,847 since the programme began in January 1998. The 71 returnees took a train on Monday from Turkmenabad and Mary, 500 km and 250 km east of the Turkmenistan capital of Ashgabat, where they then boarded a plane for the Tajik capital Dushanbe, the IOM announced.

AFGHANISTAN: Favourable conditions for aid agencies
The ruling Taliban authorities in Afghanistan have pledged to improve the working conditions of international aid agencies, the pro-Taliban Bakhtar news agency reported last week. AFGHANISTAN: UN religious intolerance report cites Taliban
A United Nations expert monitoring religious intolerance worldwide last week strongly criticised what it called the "ever-growing scourge" of religious extremism epitomised by the Taliban in Afghanistan. IRAN: UNHCR announces Afghan repatriation figures
Public information spokesman for UNHCR in Tehran, Mohammad Nouri, told IRIN on Wednesday that up to 14 October, the total number of returning Afghans under the joint repatriation programme with the Iranian government had reached 108,685.
