1. EXECUTIVE SUMMARY

Following the large-scale displacement of civilians triggered by the widespread violence and destruction that started on 10 June 2010 in the southern regions of Osh and Jalal-Abad, and which left 335 people dead, the Humanitarian Country Team (HCT) launched a Flash Appeal on June 18. This Appeal sought US$173 million to provide life-saving assistance to an estimated 300,000 internally displaced people (IDPs) and up to 765,300 direct and indirect victims of the violence who were not displaced, such as host communities or people wounded in the conflict.

This revised Emergency Appeal seeks CHF 1,166,159 in cash, kind, or services to support the Uzbekistan Red Crescent Society which provided assistance to tens of thousands of refugees from Kyrgyzstan in June and July 2010. The revised appeal will cover the period of six months and will be completed by the end of December 2010. A Final Report will be made available by 31 March 2011, three months after the end of the operation.

This Emergency Appeal seeks CHF 965,069 (USD 911,836 or EUR 721,979) in cash, kind, or services to support the Kyrgyzstan Red Crescent National Society to assist 1,053 families amounting to 5,265 beneficiaries for 12 months, and will be completed by the end of May, 2011. The number of beneficiaries will increase significantly after psychosocial programme activities have been developed and implemented. An estimation is yet to be made.

SITUATION

Political unrest turned to violence in the Fergana valley region of Kyrgyzstan, where more than 400,000 ethnic Uzbeks fled what appeared to be highly-orchestrated attacks. The civil conflict in southern Kyrgyzstan, which erupted in the first half of June, was characterised by extreme violence, hatred and cruelty. Women, children, elderly and men of different ethnic groups, in particular Kyrgyz and Uzbek, are still traumatised by what they have experienced in these past weeks, including loss of loved ones and reports of rape. 560,000 people are in immediate need of food, water, shelter and medical care.

This Preliminary Emergency Appeal seeks CHF 4.15 million in cash, kind, or services to support the Uzbekistan Red Crescent Society to assist 24,000 beneficiaries for 6 months, and will be completed by the end of December 2010. CHF 300,000 has been allocated on 15 June from the International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) to support this operation. Unearmarked funds to replenish DREF are encouraged.
