EC to hand-over ‘early warning’ project

Uganda’s Karamoja region is known for its harsh climate, cyclical cattle raids, the ever high rates of malnutrition, and alcoholism. It is one of the poorest regions of Uganda, and home to about 1.2 million people, most of them living in abject poverty.

North-east Uganda has been dependent on aid hand-outs for decades. Every time a car passes by the manyattas (traditional huts), kids come running hands outstretched. The four-wheel drive branded car represents some form of freebie, and the jeeps roaming these plains are many.

Rural communities chart a new development path

In rural villages across north-eastern Uganda, drought is the most feared threat. Despite the Karamoja region receiving rains every season for the past three years, farmers and livestock keepers are apprehensive.

In Tokora Parish in the Nakapiripirit district, Loise Lemukol, a 38-year old mother of seven, says she is ready for it. “I have enough food to last me till the next harvest, and I can still get more from our ‘bank’,” she says.

  1. BACKGROUND

Despite its abundant natural resources, the Democratic Republic of the Congo (DRC) was ranked last in the world in the Human Development Index in 2011 and its vulnerability index and crisis index ratings are amongst the highest in the world. The situation has deteriorated recently at a political level following the controversial campaign and outcome of the 2011 presidential and parliamentary elections.

  1. Population and General

There are approximately 20 million pastoralists across Sub-Saharan Africa. Pastoralists - people who depend primarily on livestock or livestock products for income and food- typically graze their animals on communally managed or open-access pastures, and move with them seasonally. Adding in agro-pastoralists-who derive 50 per cent of their income from non-livestock resources-the numbers reaches over 30 million in the Greater Horn of Africa (CAADP Policy Brief No.6, March 2012).

In early 2012, the repartition of the budget between the Humanitarian Aid Budget Line and the Food Aid Budget Line was reconsidered in order to fund the Actions' proposals which were submitted to DG ECHO. A transfer of EUR 0.5 million from the Humanitarian Aid Budget Line to the Food Aid Budget Line was decided. The total allocation of the HIP remained at EUR 10 million with EUR 6.5 million from the Humanitarian Aid Budget Line and EUR 3.5 million from the Food Aid Budget Line.
