The present report, which covers the period from January to December 2013, is submitted pursuant to Security Council resolution 2068 (2012), by which the Council requested me to continue to submit annual reports on the implementation of its resolutions and presidential statements on children and armed conflict.

In a presidential statement adopted today, the Security Council expressed concern at the deterioration of stability in parts of Central Africa, particularly in the Central African Republic, as well as maritime insecurity in the Gulf of Guinea, and called upon all stakeholders to increase cooperation to challenge the threat of the Lord’s Resistance Army (LRA) and other armed groups.

The Security Council today renewed until 1 February 2015 the arms embargo and related sanctions imposed on the Democratic Republic of the Congo, also requesting the Secretary-General to extend the mandate of the Group of Experts monitoring the implementation of those measures.

Le présent rapport a été établi en application des résolutions 2088 (2013) et 2121 (2013) du Conseil de sécurité. Il fait d’abord le point sur la situation en République centrafricaine et sur les activités menées dans ce pays par le Bureau intégré des Nations Unies pour la consolidation de la paix en République centrafricaine (BINUCA) du 1er août au 31 décembre 2013. Il procède ensuite à une évaluation détaillée des résultats et de l’efficacité du BINUCA.

Report of the Secretary-General on the situation in the Central African Republic (S/2013/787)

The present report is submitted pursuant to the request of the Security Council contained in its resolution 2088 (2013) and amended in its resolution 2121 (2013). It provides an update on the situation in the Central African Republic and the activities of the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) from 1 August to 31 December 2013. It also includes a detailed assessment of the performance and effectiveness of BINUCA.

The resolution cites a range of grave concerns regarding the humanitarian situation and activities of armed groups and authorizes an African-led and French-backed peacekeeping force to quell the spiralling violence.

Support Urged in Fight to End Insecurity, Piracy, Smuggling, Spread of Arms

A sustained international focus was needed to eradicate the multitude of threats that had blighted Central Africa for years — from the security crisis in the Central African Republic, to piracy in the Gulf of Guinea, to the unrelenting terrorist threat posed by the Lord’s Resistance Army (LRA) — the senior United Nations official in the region told the Security Council today.
