I. Introduction

1. Le présent rapport couvre la période allant de janvier à décembre 2012; il est soumis en application de la résolution 2068 (2012) par laquelle le Conseil de sécurité m’a prié de continuer à lui présenter tous les ans des rapports sur l’application de ses résolutions et des déclarations de son président concernant les enfants et les conflits armés.

The report provides information on grave violations committed against children, progress made by parties on dialogue, action plans and other measures.

A century and a half after the creation of the ICRC, humanitarianism is alive and well — but it faces great hurdles. Our story starts on two tracks: a historical timeline beginning just before the Movement’s founding; and an exploration of a current-day conflict. Across the East Africa region, consecutive good seasons transformed food security conditions from the initial low point in 2011, which was a great relief coming out of a severe drought. Global Highlights

• The global cereal price index increased by 8.8% on a year-on-year basis in the January-March 2013 quarter.This increase is driven by increases in real prices of maize and wheat (+8% and +13%, respectively).

The Higher Committee of Foreign aid at the Red Crescent Authority has allocated Dh 4.027 million to carry out developmental projects in a number of countries.

The assistance will cover health, education and social services sectors in addition to the provision of water supplies in areas which suffer from shortage of this vital service.

These projects will be carried out in a number of countries, including Palestine, Yemen, Somalia, Sudan, Jordan and Pakistan, Senegal, Bosnia, Uganda, Benin, Thailand, Chad, in addition to Ghana, Lebanon, Libya and Mauritania.

Africa’s security is currently standing at a crossroads. Relatively high African growth rates in combination with the increased institutional strength, credibility and legitimacy of the African Union (AU) and the Economic Community of West African States (ECOWAS) have led to greater confidence in Africa’s ability to deal with its security challenges. However, the continent is also confronted with significant security challenges that could have severe ramifications across several countries and regions.
