Displacement: Governments falling short on R2P, says new study

Report
IRIN

GENEVA, 20 January 2012 (IRIN) - The governments of 15 countries most affected by internal displacement have failed to adequately protect internally displaced persons (IDPs), and in many cases have themselves been perpetrators of violence or abuses that led to the displacements, according to a Brookings-London School of Economics study.

“The key finding in this study is that the governments do not quite meet the benchmarks,” for adequate protection of IDPs, UN Special Rapporteur on the Human Rights of IDPs Chaloka Beyani told IRIN.

ICBL News December 2010

Ready for the Next Leg of the Journey?

The Tenth Meeting of the States Parties to the Mine Ban Treaty (10MSP) brings us together one year after the Cartagena Summit on a Mine-Free World -- a remarkable event that allowed us to celebrate the power of a treaty that has inspired so much dedicated effort year after year. The past year also saw record-breaking progress in implementing the Mine Ban Treaty: casualty rates are the lowest on record, while more contaminated land was cleared than ever before.

But we still face many challenges on

Protecting refugees & the role of UNHCR 2008 - 09

Who is a Refugee?

The practice of granting asylum to people fleeing persecution in foreign lands is one of the earliest hallmarks of civilization. References to it have been found in texts written 3,500 years ago, during the blossoming of the great early empires in the Middle East such as the Hittites, Babylonians, Assyrians and ancient Egyptians.

Over three millennia later, protecting refugees was made the core mandate of the UN refugee agency, UNHCR, which was founded in 1950. This booklet addresses some of the most commonly asked

Report of the United Nations High Commissioner for Refugees, Jan 2006 - mid-2007 (A/62/12)

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.

2. Despite a plethora of complex challenges,

UNICEF slams "humanitarian favoritism" of donor countries

ATTENTION - RELEASABLE WEDNESDAY AT 1730 GMT ///
UNITED NATIONS, Dec 22 (AFP) - The United Nations Children's Fund (UNICEF) criticized the tendency of donor countries to focus on media-intensive causes such as Kosovo and East Timor and called for a 230-million-dollar aid fund for needy children around the world.

"The message for the future is that we cannot be content with a pattern that could be construed as humanitarian favoritism," UNICEF executive director Carol Bellamy said in a statement issued here Wednesday.

The UN official said the tendency of
