Preface

The day this Annual Report is published, crucial negotiations on the UN Arms Trade Treaty are taking place in New York. IPIS has monitored this process for many years and, through case work, provided campaigning ngo’s with information on irresponsible arms transfers.

Humanitarian access remains difficult and recent assessments have identified significant additional needs, mainly in food security, health and protection. Central African Republic is designated as a forgotten crisis: its volatile context and very poor humanitarian situation is largely unknown; major donors are thin on the ground; and there is a lack of experienced partners.

The Global Overview is a weekly update that provides a snapshot of current humanitarian priorities and recent events. The Global Overview collates information from a wide range of sources, including Reliefweb and media sources, and displays this information in a manner that allows for quick comparison of different humanitarian crises.

1. BACKGROUND

Despite its abundant natural resources, the Democratic Republic of the Congo (DRC) was ranked last in the world in the Human Development Index in 2011 and its vulnerability index and crisis index ratings are amongst the highest in the world. The situation has deteriorated recently at a political level following the controversial campaign and outcome of the 2011 presidential and parliamentary elections.

In honor of the Global Alliance for Clean Cookstoves’ second anniversary, the United States is pleased to announce that total investment in support of the Alliance and clean cookstoves has reached up to $114 million. This investment represents a nearly $10 million increase over the past year and will help the Alliance achieve its goal of enabling 100 million homes to adopt clean and efficient stoves and fuels by 2020.

• The 2011 UAIS covered over 11,000 households and almost 22,000 women and men age 15-59 throughout Uganda.

• The survey provides HIV/AIDS indicators for the country as a whole, for urban and rural areas separately, and for each of 10 geographic regions.

• The survey included testing for HIV and syphilis, with both rapid and laboratory tests for adults, CD4 counts for those who tested positive for HIV, and HIV testing for children under age 5.
