Twenty-five former Ugandan captives preparing to return home

KHARTOUM, April 30 (AFP) - Ugandan rebels in southern Sudan have freed 25 captives, including women and children, and they have arrived here on their way home to Uganda, the state-run SUNA news agency said.

Thirteen captives, including seven women and four children, who were captives of the Lord's Resistance Army rebels (LRA), arrived here Sunday while another group of 12 people came here earlier, SUNA reported.

It was not clear how many of the original group were women and children.

Congo rebels: No peace unless foreign forces leave

KAMPALA (Reuters) - Congolese rebel leader Jean-Pierre Bemba threatened on Tuesday to pull out of the peace process aimed at ending the war in the Democratic Republic of Congo if foreign forces backing the government failed to leave.

Uganda pullout of Lusaka accords "not necessarily a setback": Annan

Secretary-General Kofi Annan today said Uganda's announcement that it had withdrawn from the Lusaka peace accords was "not necessarily a setback" if the authorities respect the spirit of the agreement.
"Under the agreement, [Ugandan troops] are supposed to withdraw from the Congo," the Secretary-General told reporters at UN Headquarters. "If indeed Uganda does withdraw and ends this engagement in the Congo and respects the spirit of the agreement, I think it will be fine."

The International Food Policy Research Institute (IFPRI) is currently working on a review of what is known about the linkages between hunger. Some of the key findings of the review are outlined in this summary.

At the end of 2000, violent conflict and its aftermath had left nearly 24 million people in 28 developing and transition countries and territories food insecure and in need of humanitarian assistance. In addition, some 35 million war-affected refugees and internally displaced persons showed high rates of malnutrition.

Uganda to pull out of DRCongo and peace process: Museveni

KAMPALA, April 29 (AFP) - Uganda, rejecting a damning UN report accusing Kampala of looting minerals in the Democratic Republic of Congo (DRC), is to pull out all of its troops from the country and withdraw from the peace process there.
President Yoweri Museveni wrote in the government mouthpiece the Sunday Vision: "I have now decided to recommend to the High Command, the Army Council, the Government and Parliament that Ugandan forces withdraw completely from DRC and also from the Lusaka Process."

Ugandan-backed rebels block deployment of UN observers in DRC

MBANDAKA, DR Congo, April 29 (AFP) - Rebels backed by Uganda are continuing to block the deployment of UN observers in the northwest of the Democratic Republic of Congo (DRC), the head of the UN observer mission said on Sunday.
"Our observers have delayed their deployment due to the fact that (Jean-Pierre) Bemba has not left as planned," said General Mountaga Diallo, who is commanding the UN operation in DRC, known as MONUC.

Certification to combat conflict diamonds due in November

In the Horn of Africa, around 70 million people live in a constant state of food insecurity and regularly face famine.

According the the UN Food and Agricultural Organisation (FAO), more than half the people in the Horn survive on less than $1 per day.

The population of the region has doubled since 1974 and continues to grow rapidly. And only 1% of the cultivable land in the region is irrigated, making it extremely vulnerable to droughts.

Rwanda asks UN to reject report on mineral looting in DR Congo

KIGALI, April 26 (AFP) - The Rwandan government has asked the UN Security Council to reject the conclusions of a report by UN experts accusing Rwanda, Uganda and Burundi of looting minerals from the Democratic Republic of Congo (DRC), officials said.
"None of the allegations quoted in the report were verified, not even with the people concerned," Rwandan Finance Minister Donald Kaberuka told a press conference on Wednesday.
